After posting bail in the amount of 12 million hryvnias, the former head of the Odessa Regional Territorial Center for Recruitment and Social Protection, Yevhen Borisov, was detained again by law enforcement officers.
The Bureau received information that Borisov planned to leave the pre-trial detention center after paying bail and hide from the investigation, in particular, to go abroad. SBI employees detained him and brought a new charge of organizing the legalization of illegal income in the amount of over 142 million hryvnias (Part 3 of Article 27, Part 3 of Article 209 of the Criminal Code of Ukraine).

We remind you that criminal proceedings are already underway against Borisov under several articles of the Criminal Code of Ukraine. In 2023, he was detained by the State Bureau of Investigation and the court imposed a preventive measure in the form of detention with the possibility of bail in the amount of 150 million hryvnias. Subsequently, the courts reduced the amount of bail to 12 million hryvnias.
The former military officer has already been suspected of the following crimes:
- acquisition by a civil servant of assets the value of which significantly exceeds his lawful income (Article 368-5 of the Criminal Code of Ukraine);
- failure to appear for service without good reason during martial law (Part 5, Article 407 of the Criminal Code of Ukraine);
- Evasion of military duties by deception during martial law (Part 4, Article 409 of the Criminal Code of Ukraine).
These articles provide for a penalty of up to 10 years in prison. The case is being handled by the Specialized Defense Prosecutor's Office of the Southern Region and the Prosecutor General's Office.
What is known about the Borisov case?
The National Agency for the Prevention of Corruption (NACP) has established that the former Odessa military commissar illegally enriched himself by almost 190 million hryvnias. A journalistic investigation showed that in 2022 his mother purchased a villa in Spain for more than 4 million euros, and in 2023 - a Mercedes-Benz EQV for almost 3 million hryvnias.
Law enforcement officers also discovered that Borisov's mother-in-law had purchased several expensive cars during the last years of the war, including a Toyota Land Cruiser Prado, a Mercedes-Benz G 63 AMG, and a Toyota Land Cruiser, without having sufficient legal income for such purchases.
The former military commissar's wife also purchased office space in Spain worth 737,000 euros without proper legal income. According to the State Bureau of Investigation, Yevgeny Borisov tried to escape from the investigation by constantly changing his phone numbers, cars, and whereabouts, but he was detained in Kyiv two days later.
In July 2023, Borisov appeared in court wearing designer clothes from famous Italian brands. For example, his shoes alone cost almost $700.
