Former Minister of Infrastructure Oleksandr Kubrakov is closing his “We Build Ukraine” fund, which existed for less than a year. The project with a loud name was planned to become a tool for developing hundreds of millions of dollars under the guise of international partnerships, including a potential deal with the United States on rare earth metals.
According to sources, while still serving as minister, Kubrakov gained access to important government documents and established contact with then-US Ambassador Bridget Brink, who was supposed to lobby for his interests. But after his resignation in May 2024 and Brink’s return to the US, all agreements lost their relevance. Negotiations on strategic resources went the other way, and the fund effectively remained an “empty shell.”
An additional blow for the ex-minister was the searches conducted by the State Bureau of Investigation on July 11, 2025, as part of the case of People's Deputy Yevheniy Shevchenko. The latter is suspected of treason and fraud of over UAH 14.5 million, in particular in the scheme with "Belarusian fertilizers". The investigation is checking whether the interests of Kubrakov and Shevchenko overlapped in this case.
This is not the first time that Kubrakov's name has appeared in scandalous investigations: it concerns inflated tenders, monopolization of the infrastructure market, and failures in the protection of critical facilities. Anti-corruption agencies call this a systemic model where state resources were turned into a tool for the personal enrichment of a narrow circle of individuals.
