On December 1, 2024, a winter support program was officially launched in Ukraine, under which citizens can receive state assistance in the amount of one thousand hryvnias. This program, known as “Zelensky’s Thousand,” is aimed at supporting Ukrainians during the winter period, when the cost of energy and other services increases.
Money from the winter “eSupport” program can be spent on paying for utilities, purchasing medicines, books, medical services, education, transportation tickets, etc. The money can also be donated to the Armed Forces of Ukraine or spent on charity. The amount received is not subject to taxation.
State assistance can be received from December 2024 to February 2025. Payments can be made through:
- “Diya” application from December 1, 2024;
- "Ukrposhta" (offline payment) from December 4 without submitting a separate application.
- partner banks (offline) from December 10.
Online registration
You need to apply for assistance in the “Diya” application. You need:
- in the “Services” section, select the “National Cashback” service, and in it – “Winter eSupport”, click the “Start” button;
- choose who the payment is intended for (for yourself or a child);
- if you are already a participant in the “National Cashback” program and have opened a special account at the bank – the application will offer to select an existing account or open a new card;
- send an application for payment, checking the correctness of the data.
The funds will be credited within 10 days. You can spend the funds until December 31, 2025 inclusive.
How to get offline support
You can receive the “presidential thousand” through Ukrposhta, but this option is not available to everyone:
- pensioners over 60 years of age who receive payments through Ukrposhta;
- people with disabilities of groups 1 and 2 who receive a disability pension or social assistance through Ukrposhta;
- people with disabilities since childhood, groups 1 and 2, who receive payments through Ukrposhta;
- people who receive an allowance for caring for a child with a disability of subgroup A through Ukrposhta;
- people who receive all types of pension and social payments through Ukrposhta in areas of active hostilities.
If a person cannot apply for a thousand through "Diya" or a bank, this means that he is included in the list of recipients of the payment through "Ukrposhta" or the application was previously submitted through "Diya" or a bank.
The funds can be used for:
- payment of utility bills;
- making payments for charitable organizations;
- subscription to magazines and newspapers;
- purchase of goods listed in the Ukrposhta list (available at branches);
- ordering medicines listed in the Ukrposhta list (available at branches);
- purchase of printed publications;
- payment for postal services.
The funds can be used until February 28, 2025 inclusive.

As a reminder, in October, Ukrainian President Volodymyr Zelensky announced a new winter aid. Starting December 1, citizens who are in Ukraine will be able to receive one thousand hryvnias to pay for Ukrainian services and goods.
