On December 19, PJSC "AK "Kyivvodokanal" concluded a contract for the supply of diesel generators with LLC "Dalgakiran Kompressor Ukraine" for a total amount of UAH 243.41 million. Information about the purchase was published in the "Prozorro" system.
According to the contract, the company ordered nine Ukrainian-made diesel generator sets for facilities in Kyiv and Kyiv region. The equipment is in container or hood design with control systems, engine cooling and filter sets. Delivery should take place in batches within 55–70 days after the advance payment.
The advance payment under the contract is UAH 224.14 million, which is equal to 92% of the total purchase price. The warranty period for the equipment is set at two years, and the contract performance security is 2% of its price.
Six Cummins C2250D5E-UA diesel generator sets with a nominal capacity of 1.6 MW were purchased for UAH 27.91 million per unit, which is equivalent to about USD 659 thousand at the NBU exchange rate on the date of the contract. Three more Cummins C2000DSEB-UA units with a capacity of 1.5 MW cost UAH 25.31 million each, or about USD 598 thousand. Thus, the specific cost of the generators is from UAH 16.87 to 17.45 million, or USD 399–412 thousand per 1 MW.
For comparison, in September 2024, the Vodokanal KP in Zaporizhia purchased diesel generators of similar capacity in containerized form from another supplier. At that time, Darex Energy generators with a capacity of 1.8 MW cost UAH 31.40 million, and 1.5 MW units cost UAH 27.81 million. Their unit cost reached UAH 17.44–18.54 million per 1 MW. Even more expensive were the purchases at the end of 2022, when rescue services ordered mobile power plants for UAH 25 million per unit excluding VAT, with a unit cost of over UAH 20 million per 1 MW.
The purchase of generators for Kyivvodokanal was carried out without holding an open tender. The reason was an urgent need, confirmed by the minutes of the Standing Commission on Technogenic and Environmental Safety and Emergency Situations of the Kyiv City State Administration.
The justification states that as a result of a massive Russian attack on October 9-10, 2025, the power grids of DTEK Kyiv Electric Networks were damaged. This led to large-scale power outages and the shutdown of pumping equipment at 28 Kyivvodokanal facilities. A significant number of residents of the capital were left without stable water supply and sewage. In October-November 2025, the allocation and redistribution of funds at the Kyiv City Council level continued, and in November the company's working group submitted a technical task force for the purchase of generators. Open bidding was abandoned due to the risk of delaying the procedure for at least 30 days.
LLC "Dalgakiran Compressor Ukraine" is registered in Kyiv. The company is owned by its director Vyacheslav Dinkov and LLC "Dalgakiran Makina", the ultimate beneficiary of which is Turkish citizen Ayhan Dalgakiran.
