Government contracts for fortification work were used for illegal enrichment

Project Alliance and affiliated companies linked to Andriy Kolos have found themselves at the center of another scandal involving embezzlement of public funds. According to investigations, the companies received over UAH 1 billion for fortification works in the Kharkiv region, which turned out to be of poor quality.

Among the defendants are JSC "ZNVKIF "FORTIS CONSTRUCTION GROUP"", as well as the companies "Building Alliance Kharkiv", "Zhytlobudproekt", "MKS-Plus" and "Project Alliance". The organizer of the scheme is Andriy Kolos, a former official of the Kharkiv OVA and a member of the banned pro-Russian party OPZH. The accomplices are Oleksandr Sorochynskyi, Artem and Mykyta Rozhkovy and other individuals with business ties in Russia.

Court documents confirm numerous facts of embezzlement of funds during the construction of fortifications, bomb shelters, and the repair of military units, schools, and hospitals. The total amount of state contracts used exceeds UAH 1.5 billion.

The company CCG.UA, where Kolos's son works, is of particular interest. It received a contract to reconstruct the Kyiv-Mohyla Academy at inflated prices — $1,650 per square meter instead of the actual $1,200. This may indicate the misappropriation of more than $2.5 million in public funds.

The investigation is ongoing, and law enforcement officers are verifying all facts of possible embezzlement and abuse in the execution of government contracts.
