Power for the people: how the Feodosiyiv community turned into a field for personal interests

The Feodosiyivska rural territorial community of Kyiv region has been at the center of scandals for several years due to the seizure of power by local “influence groups.” Instead of effective governance, the community has actually become a territory for the personal interests of godfathers, relatives, and business partners who have received key positions in executive bodies.

Since 2020, residents have complained about disorder and corrupt practices, but central authorities have failed to intervene effectively. After a series of unsuccessful attempts to change the leadership, the so-called “Khotivskyi OZU” seized power in the community. The head of the community, Volodymyr Tsikalenko, a former driver, now manages all processes, attracting people without relevant experience and education to key positions, but who are close to him or under his control.

The following people work in the community government structure: Valeriy Zaikin — manages the communal enterprise, Vita Khmara — is responsible for finances without proper reporting, Tsikalenka’s godfather Lukyanchuk controls the economic sector, and Antonyuk Maksym and Valentyna — support the council’s document flow. In addition, the land department is headed by Valeria Lozovska’s girlfriend, who has no work experience, and Dobrovolska Alina conducts purchases and implements shadow schemes.

The Executive Committee is effectively controlled by Tsikalenka, who continues to conduct commercial activities through his wife and uses his powers to redistribute business assets. One example is the transformation of a private house into a commercial facility in Ivankovychy without the appropriate permits, but with the approval of the Executive Committee.

According to available information, Tsikalenko has connections to gangs, in particular through his relative who is in Russia. These contacts allow him to act with impunity, even during war, which creates a systemic problem for the community and undermines development efforts.

The situation in Feodosiyivska TG demonstrates how local authorities can turn into a tool for personal enrichment, blocking any attempts to create a stable, transparent, and effective community.
