Government, tenders and science: the Drozd family network in Ukraine

The scientific supervisor of Serhiy Muntyan's dissertation is not a random professor from the department. He is a Doctor of Law, Professor of the National Academy of Internal Affairs and Head of the Department for Ensuring the Activities of the Bureau of Economic Security, Oleksiy Drozd, who stands at the top of a family pyramid deeply rooted in the law enforcement system, public procurement, and regional policy.

Oleksiy’s father, Yuriy Drozd, worked in the internal affairs bodies for over 27 years, later becoming the vice-rector for economics at the law institute, and later moving into business through LLC “APS-Kyiv” and “APS-Kirovograd.” For years, these companies won state tenders for fire systems and their maintenance, effectively monopolizing the market in the region.

The family ties are not accidental. Yuriy Drozd is called the godfather of the former head of the Ministry of Emergency Situations/State Emergency Service in Kirovohrad and Odessa regions, Viktor Fedorchak, who lost his position after a series of tragic fires and became a figure in corruption scandals. Drozd's business partners are from the same system, and the Antimonopoly Committee revealed a conspiracy between LLC "APS-Kirovohrad" and a company registered in the name of Fedorchak's sister. Competition in tenders was simulated, and the money was divided.

Then - a direct entry into politics. Yuriy Drozd became an advisor to the head of the Kirovohrad Regional State Administration, Andriy Balon, who later came under investigation by the SBU for bribery, and later - a deputy of the regional council from the "Servant of the People" party and the head of the regional council. Although the business was formally sold, influential connections remain.

The mother of the Drozd brothers – Valentyna Drozd – has been working in law enforcement agencies since the 1990s, currently heads the advisory and control department of the Department for Supporting the Activities of the Head of the National Police.

In this family structure, Oleksiy Drozd combines the roles of a professor at the National Academy of Internal Affairs, a top official at the Belarusian State Educational and Scientific Research Institute, and the scientific supervisor of Serhiy Muntyan's dissertation. Such a system is not so much aimed at the development of science as at the institutionalization of the clan: "their own" provide "their own" with academic degrees, positions, and statuses, consolidating control over key law enforcement and quasi-scientific platforms.
