The Union of Volunteer Soldiers, a public organization, has called on the Cabinet of Ministers of Ukraine and Prime Minister Denys Shmyhal to nationalize the Gulliver business center in Kyiv. As reported by kp.ua, the petition has already been submitted to the official website of the Cabinet of Ministers of Ukraine and envisages transforming this facility into a modern Rehabilitation Center for Military Personnel.
The petitioners claim that Gulliver was built with funds from state-owned banks Oschadbank and Ukreximbank. They emphasize that the current owner of the building, Viktor Polishchuk, is not fulfilling his financial obligations to the state and is not repaying the loans received. The total amount of debts to state-owned banks is estimated at approximately 14 billion hryvnias, which significantly exceeds the market value of the object. According to the activists, if the building is not returned to the state, the asset may be destroyed.
In addition to financial issues, the owner of Gulliver, Viktor Polishchuk, is accused of ties to the Russian Federation and tax evasion. In particular, this concerns non-payment of taxes during the full-scale Russian invasion of Ukraine. The law firm that managed Gulliver is currently under criminal investigation for tax evasion. The building was also seized and transferred to the Assets Tracing and Management Agency (ARMA).
Public activists emphasize that the nationalization of Gulliver and its transformation into a Military Rehabilitation Center will be an important act of justice and a significant step in ensuring support for the Ukrainian military defending the country at the front. They call on Prime Minister Denys Shmyhal to take measures to return the facility to state ownership and its further use in the interests of society.
