“Guarantees” for Povoroznyk: will those guilty of embezzling the capital’s budget be punished?

Recently, NABU detectives conducted searches at the residence of the first deputy head of the Kyiv City State Administration, Mykola Povoroznyk, in connection with the embezzlement of more than 38 million hryvnias from the capital's budget. According to our sources, this is just the tip of the iceberg, but even this criminal case will not end with real court sentences for the defendants.

As a reminder, Mykola Povoroznyk gained control over the departments of healthcare, economics, and finance of the Kyiv City State Administration thanks to his connections with Vadym Stolar, who became a key figure for the Office in regaining control over the capital. It is through Mykola Povoroznyk that the Office has access to shadow schemes related to the development of the capital's budget.

According to our sources, today the structure of kickbacks in the Kyiv City State Administration looks like this: 5 percent is taken by Mykola Povoroznyk, 1 percent by the head of the mayor's patronage service, 1 percent by the Department of Economics, 2 percent by the Department of Finance, 2 percent by the relevant department, and 5 percent is "reported" to law enforcement agencies for "non-interference.".

It was according to this rollback scheme that repairs were to be carried out at the “Kyiv City Clinical Hospital for War Veterans”, where the capital's budget could lose 38,124,272 UAH on the purchase of building materials alone.

It is worth noting that the contractor company for most tenders of the Kyiv City State Administration is also determined by Mykola Povoroznyk. In this context, it is worth mentioning separately LLC “ABSOLUTKLIMAT” (EDRPOU code: 35837877), which also appears in the NABU case regarding corruption abuses during the renovation of the “Kyiv City Clinical Hospital of War Veterans”. Interestingly, the company “AbsolutKlimat” is associated not only with Mykola Povoroznyk, but also with people close to ex-president Yanukovych.

But will there be real accountability for those involved in the NABU case of embezzlement of the capital's budget?

As our sources in law enforcement agencies report, Mykola Povoroznyk did not expect searches at his home and was very nervous during the investigative actions. This information is indirectly confirmed by comment , in which he called the NABU searches "psychological pressure on me and my family."

According to our insiders in the OP, the reason why Povoroznyk was nervous during the searches was the fact that he had not communicated directly with Andriy Yermak for a long time, who had entrusted the supervision of Povoroznyk to Oleg Tatarov. But Tatarov did not contact Povoroznyk that often, entrusting this task to a specialized “observer.”.

It was Oleg Tatarov's "watcher", according to our sources, who assured Mykola Povoroznyk that the NABU criminal case, where he is one of the defendants, does not threaten him with real imprisonment. Whether this is really so, and whether there will be real court sentences in the NABU case on the embezzlement of the capital's budget, we will see later.
