The head of the Lozovsky District Territorial Procurement Center, Artur Vorontsov, found himself at the center of a high-profile scandal. In the rear Kharkiv region, he turned his position into a source of personal enrichment, demonstrating a luxurious lifestyle that does not correspond to his official income.
Despite a salary of 32 thousand hryvnias, the Vorontsov family owns a premium car fleet and luxury real estate. His mother-in-law, who works as a nurse in a polyclinic, became the owner of several expensive cars during the war: a Hyundai Elantra, a Toyota Camry Hybrid (2022), a Lexus NX200 (2023), as well as a two-story mansion. The Lexus was issued as a “gift” for the daughter of Alena, the wife of a military commissar, who officially has no income, except for 10 thousand hryvnias a year in social benefits.
In 2023, Vorontsov himself purchased an apartment in a residential complex for UAH 2.5 million, explaining the purchase with a “loan” of UAH 2 million. In the same year, he became a defendant in a case of civil confiscation of assets for UAH 3.4 million, which the SAPO filed with the High Anti-Corruption Court.
In January 2025, Vorontsov, while intoxicated, caused a traffic accident in a Volkswagen Touareg. The car, purchased for UAH 16,000, crashed into a fence near a cafe. Also in the car was Artem Trebesov, the former head of the Kharkiv Regional CCC, who is considered Vorontsov's patron.
But property scandals are only part of the story. The Military Commissariat applies physical and administrative pressure against the community. On March 6, 2025, he brutally beat volunteer Alina Bologova, who has been helping the army since 2014, sewing uniforms for soldiers. The woman lost consciousness after being hit in the head. The police opened an investigation, but no charges have been filed yet.
Local authorities have repeatedly drawn attention to the arbitrariness of the CCC. The Lozova Military Registration Office has become a tool for blackmailing businesses: entrepreneurs are forced to “negotiate”, threatening to mobilize even armored workers. During inspections, sums are announced for “non-obstruction”. And even employees of critical infrastructure are not protected from illegal conscription.
