The enterprise “Kharkivenergoremont-Holding” received state contracts for the repair of two energy facilities in Ukraine – Zmiiv CHPP and Odessa CHPP. The total amount of the contracts exceeds 7 million UAH.
According to open registers, the company's owners include Lyudmila Kuzyara, the wife of Serhiy Kuzyara, who is accused of high treason. He is known to be involved in a number of cases, including a scheme in the fuel and energy complex.

PJSC “Centrenergo” has concluded an agreement with “Kharkivenergoremont-Holding” regarding repair work at the Zmiivska TPP, damaged as a result of Russian missile strikes in 2024. The value of the agreement is about UAH 3 million. In total, the company has already received contracts from “Centrenergo” worth UAH 18 million, most of which relate specifically to the restoration of the Zmiivska TPP.
The company received another contract based on the results of a tender held by JSC “Odesa CHP” on February 25. The purchase concerned the average repair of the steam turbine of station No. 3. The only bidder was “Kharkivenergoremont-Holding”, which became the winner. The cost of the work, which must be completed by May 6, 2025, is UAH 4.42 million.
The company “Kharkivenergoremont-Holding” has a mixed reputation. Half of it belongs to 75-year-old Oleksandr Bendus, who has criminal cases in the Russian Federation for tax evasion. The second co-owner of the company has changed repeatedly.
Bendus's previous partner was Oleg Kiyashko, who the media called the man of the late crime boss Vadim Kazartsev. He is also the husband of Valeria Kazartseva, a judge of the Commercial Court of the Kharkiv Region.
In 2023, Lyudmila Kuzyara, the owner of joint real estate with businessman Serhiy Kuzyara, became the co-founder of the company.
Who is Serhiy Kuzyara?
Serhiy Kuzyara is known as an advisor to the energy ministers of the Yanukovych era, as well as the owner of the trading companies “Ener.com” and “Prodax”, which were engaged in the sale of coal. He was often called the “coal manager” of Yanukovych Jr.
In 2021, Kuzyara became a key suspect in the case of coal supplies from the ORDLO. He was accused of facilitating the activities of the terrorist organizations “L/DPR” and organizing coal supplies for “Centrenergo”. The case also involved the fifth President of Ukraine Petro Poroshenko and Putin’s godfather Viktor Medvedchuk.
According to the investigation, Kuzyara ensured the supply of coal from temporarily occupied territories and facilitated the conclusion of contracts between state-owned enterprises of Ukraine and terrorist organizations. He was suspected of treason.
The businessman himself denied the charges. His wife, Lyudmila Kuzyara, publicly defended him, calling the case politically motivated. In January 2022, the court placed Kuzyara under house arrest.
