The Department of Housing and Communal Services (ZhKG) and the fuel and energy complex of the Kharkiv OVA came under scrutiny due to suspicion of cooperation with dubious companies. According to the head of the Mezha Anti-corruption Center, Martyna Bohuslavets, published in "Ukrainian Pravda", the department made direct agreements for the purchase of wood for fortifications with companies that were marked by signs of fictitiousness.
According to the investigation, about 270 million hryvnias, which were allocated for the purchase of wood, were transferred to the accounts of FOP Chaus I.O., LLC "Hertz Industry", LLC "Satisbud", LLC "ATT BUD" and LLC "DEREVOOBROBNE PIDPRIEMSTVO VOSHOD". companies that were recently registered and won millions of contracts without competitive bidding.
According to Bohuslavets, the choice of the department of the Kharkiv OVA to approve purchases through newly created companies and private equity firms, whose owners had a dubious reputation and criminal records, is very suspicious. Many of the owners of these companies were not even aware of their property status, continuing to work at regular jobs.
The investigation indicates that the scheme began with Ihor Olegovych's FOP Chaus, who received contracts for the supply of wood several months after the company's registration, despite his criminal record for theft and other crimes. Similar scenarios were repeated by other companies, including "Hertz Industry" LLC and "Satisbud" LLC, which also had information about the criminal records of their owners.
The analysis shows that the scheme, which allows new companies without adequate experience and resources to receive millions of contracts in the defense sector, is extremely dangerous and requires immediate intervention of law enforcement agencies.
