The former mayor, the people's deputy, and a figure with political backgrands, Dobkin still has a tremendous administrative impact. His name regularly appears in cases of deriban, raiding and abuse of power. And even after the decision of the Supreme Court in favor of the city in the case of returning 11 hectares in the forest park, the issue of its influence remains open.
Forest park and cooperative scheme
history with land in the forest park is one of the most famous cooperative schemes in Kharkiv. The essence is simple: the creation of a fictitious housing and construction cooperative, which through the city council received land free of charge. Then the sites were designed on trusted persons and distributed among "their own".
11 hectares in the forest park, next to the camp "Forest Tale", thus being owned by Kharkiv resident Edward Grigorenko - Dobkin's trusted person. In the future, this land was divided between individuals, including relatives.

to return these hectares to the city became possible only after years of law. The Dzerzhinsky District Court of Kharkiv, known for loyalty to the old elite, denied the claim. The appeal made a decision in favor of the community, and on March 12, 2025, the Supreme Court finally put a point - the land was returned to the city.
According to sources, the interests of Dobkin at the last stage were represented by judges Vitaliy Usaty and Vasyl Kuhar, although the lawyer Stanislav Nesterenko was officially conducted. However, this time the arrangements did not work.
Not the only episode
of this case is only part of a large -scale scheme. Back in 2014, Dobkin became a person involved in the case of illegal transfer of more than 70 hectares of land with a total value of more than UAH 200 million. In addition to Dobkin, it featured Sergey Chechelnitsky, Tatiana Ovinnikov and a number of false persons.
The case was frozen in 2022 due to the invasion, but that does not mean that the activity stopped. Dobkin continues to store the resource, in particular through influence on business.
"Epicurus" as an instrument,
another element of influence was the Volodymyr-Volyn poultry farm, which the Brothers Dobkin, according to NO Non-stop Ukraine, raid, in particular, by appropriation of the shares belonging to his minor brother and mother.
The enterprise is used for shadow financial transactions: chicken is sold in the cash market, tax liabilities are transferred to one-day companies. Among them are Olymptrans LLC, LLC “West Mit”, LLC “PM” and others.
The poultry farm is also associated with trade in the occupied territories: products are supplied there, from there - cheap feed. Business management is carried out by a woman with a LNR passport.
According to these facts, as it became known, the DBR in Kramatorsk has provided information to the ERDR, but there is still no public result.
