The leaders of the National Academy of Agrarian Sciences of Ukraine have organized a quiet and systematic scheme to transfer state land into private hands. Without auctions. Without competition. Without shame.
The main defendants are the president of the NAAS, Yaroslav Hadzalo, and the vice-president, Anatoliy Zaryshnyak. According to our information, it was under their leadership that state institutions massively concluded fictitious agreements on “joint activities”, which, in essence, replaced the usual lease, allowing the transfer of hectares without any publicity.
One of these farms is the state-owned enterprise “Chabany”, which used land in the village of Hatne near Kyiv. Now part of these plots is owned by Yaroslav Hadzal’s daughter, Oksana Chernyk. Also owned by her husband. At the same time, formally there was no alienation of state land – only “transfer for joint work”.
Similar situations have been identified regarding the relatives of the Vice-President of the NAAS, Anatoly Zaryshnyak. Simply put, during the period of their leadership, the academy has actually become a family agricultural firm with budget financing.
The scheme is not only about land - it is also about money. Or rather - about how to avoid it. According to our sources, land leases are made at rates below market rates. Yields are intentionally underestimated. This allows tax deductions to be minimized, and the rest to be "optimized". As a result, millions of hryvnias that should have gone to the state budget remain in the hands of private businesses associated with academics.
