Ukrainians are increasingly using state vouchers for education and retraining. In 2025, a record increase in the number of those who will take advantage of this program, which allows them to master in-demand professions for free, is expected.
The Ministry of Economy of Ukraine reports on the positive dynamics of the use of vouchers. According to Deputy Minister Tetyana Berezhna, in 2023, 18 thousand citizens used them, and in 2024 - almost 23 thousand. This year, 330 million hryvnias have been allocated for the program, which will allow attracting even more participants.
“The number of people who want to retrain at state expense and increase their competitiveness in the labor market is growing. We expect that in 2025 this figure will be even higher,” Berezhnaya noted.
What is a study voucher?
The State Voucher is a financial aid that covers up to 30,280 UAH of tuition fees. The program offers 155 professions and specialties, including:
- IT technologies
- Medicine
- Education
- Construction
- Cooking
The training ends with a state certificate confirming the qualification. Participants can choose their own educational institution, including public and private institutions.
Who can receive a voucher?
The program is aimed at several categories of citizens:
- Ukrainians aged 45 and over
- Veterans
- Participants in hostilities
- Internally displaced persons
- People with disabilities
- Former prisoners
- Victims of war
In 2024, the following received the most vouchers:
- Citizens aged 45 and over – over 16 thousand people
- Internally displaced persons – almost 5 thousand
- People with disabilities – 1,300 people
- Participants in the fighting – about 700 people
The greatest demand for the program was in Dnipropetrovsk, Kharkiv, and Lviv regions.
How to apply?
To receive a voucher, you must contact an employment center or submit an online application on the website of the State Employment Service.
The program has already helped thousands of Ukrainians adapt to new labor market conditions, master in-demand professions, and gain opportunities for a better future. In 2025, the state plans to further expand its availability and coverage.
