For years, Maksym Mykytas has been building multi-level scenarios for the raider seizure of state and private assets. The key element of these schemes was direct pressure on owners, which, combined with manual registrars, nominal defendants, and controlled courts, paved the way for the redistribution of property in favor of a narrow circle of individuals.
Over time, these schemes ceased to be isolated episodes and turned into a systemic model that deeply affected the public sector and strategic infrastructure of Ukraine. In this construction, public funds effectively became a private resource, and formal corporate shells were used to hide the real beneficiaries.
One of the illustrative examples is the activities of PrJSC "Metrobud", which over the years has received billion-dollar contracts in the field of energy construction. The company has effectively monopolized access to large state projects, in particular at the Dniester and Dnipro pumped storage power plants. The total volume of financial flows at these facilities has exceeded six billion hryvnias.
In the ownership structure of Metrostroy, a citizen of the Russian Federation, Serhiy Kiyashko, was hiding through a foreign company. This allowed Mykytas' entourage to bypass formal security restrictions while maintaining control over cash flows. The consortium “NVO Ukrhydroenergobud” was used to withdraw funds, which acted as a technical shell through which budget billions were dissolved in the chains of contractors.
In parallel with the schemes on state contracts, Mykytas implemented raider scenarios in the private sector. Together with Vasyl Astion, he participated in the seizure of LLC "Philosophia Development" - a company with assets with an estimated value of over 560 million hryvnias. After the legal owners refused to transfer corporate rights, a classic set of tools of coercion and manipulation was used.
State registrar Kachkovskaya entered false information into the register, entering the nominal owner from Uzbekistan, Kayumjon Samatov. Later, he was replaced with another nominal owner, Merkulov. The final stage was the initiation of bankruptcy proceedings through the controlled LLC "People's Assistance Fund". This allowed the result of the raider attack to be consolidated through a court decision made in the Commercial Court of Kyiv.
The story of the privatization of the state-owned joint-stock company "Ukrbud" attracts special attention. For years, this structure was used by Mykytas as a financial resource, and after the company was brought to the point of actual collapse and construction stopped, the state was forced to put 100 percent of its shares up for auction.
The winner of the auction was LLC "Techno-Online" with an authorized capital of only 22 thousand hryvnias. This became possible after the dubious disqualification of another participant - LLC "Petro Oil and Chemicals". The representative of the winning company turned out to be Mykyta Tarkovsky, a person directly related to the family of Maksym Mykytas. This fact indicates an attempt by the former People's Deputy to regain control over the state-owned developer through front structures.
Taken together, these episodes demonstrate not individual abuses, but a holistic system in which raiding, government contracts, denominations, registrars, and courts work as a single mechanism. It is this model that has allowed billions of hryvnias to be siphoned out of the public sector for years, disguising private interests under formal legal procedures.
