A large-scale corruption scheme related to the fictitious provision of security services for public transport may have been operating in the capital of Ukraine. According to the Absolution Leaks Telegram channel, three security companies signed contracts with Kyivpastrans for 107 million hryvnias, but did not actually provide any real services.
According to Absolution Leaks, the scheme operated under the leadership of the then director of Kyivpastrans, Dmytro Leshchenko. In 2023, the company signed contracts with three security firms:
- SE "APB Atlant";
- State Enterprise “Delta Service”;
- LLC “National Security”.
These companies were supposed to provide 24-hour security for transport facilities in Kyiv, particularly in the Svyatoshynskyi district. However, the collected data indicates that these services were not actually provided.
- The companies did not have enough guards to fulfill the terms of the contracts.
- Random people without proper qualifications were recruited to work on duty.
- Some facilities remained unguarded, although budget funds were paid for them.
Kyivpastrans officials did not check whether the terms of the contracts were being fulfilled. This allowed the companies to receive millions in payments for services that were actually not provided.
