Prosecutorial mafia – how much does it cost to resolve an issue in the Prosecutor's Office of Ukraine?

One of the most popular prosecutors on the Internet, Maria Vdovichenko, has once again appeared in the media.

Lawyer Andriy Tsygankov, in a post on his Facebook page, refused an offer to meet with her to discuss the issue of criminal proceedings for the theft of 647,000 USDT from the head of the Department of Executive Service of the Ministry of Justice, M.Ye. Kiselyov. As a gesture of goodwill, Maria Vdovichenko asked to pay 3,000 US dollars by the time of the meeting with the prosecutor at a fitness club in Kyiv.

This story ended even more interestingly than it began. A provocation was carried out against the lawyer, on the basis of which a case was opened. And the apparent client was informed that lawyer Tsygankov, who did not agree to the deal, was removed from the case.

Who is the all-powerful prosecutor Vdovichenko, for whom you have to pay $3,000 to meet?

Maria Sergeevna Vdovichenko (nee Levandovskaya) was born on June 21, 1988 in Kyiv, Ukraine. She was married to prosecutor Oleksiy Vdovichenko, whose father, Serhiy Leonidovych Vdovichenko , is a judge of the Constitutional Court of Ukraine.

The couple has two children. However, since 2020, the couple has been divorced.

Maria has been working in the prosecutor's office since 2012. She began her service as an assistant prosecutor of the Podilskyi district of Kyiv. She was a prosecutor of the Podilskyi district department. Then she was transferred to a similar position in the metropolitan prosecutor's office. Later, she became the first deputy head and first deputy head of the Kyiv local prosecutor's office.

At the end of 2021, journalists from the publication “Comments” analyzed Maria’s Declarations starting in 2014 and were impressed by how skillfully she hides the true level of her income.

2014 year

Maria Vdovichenko has never been involved in business, as it is prohibited by law, nor in scientific or teaching activities. Her only source of income is her salary. In 2014, it was a little more than 8 thousand UAH per month. She has no savings or her own housing.

Vdovichenko then lived in a 48.6 sq. m. social apartment owned by the Holosiivska District State Administration.

2015 year

The declaration includes her husband Oleksiy Vdovichenko and two daughters. The family lives in the same social apartment and drives a 2012 Ford Mondeo.

Vdovichenko allegedly bought the car in 2015 for 149 thousand UAH or $4.9 thousand, which is clearly understated.

In 2015, Maria Vdovichenko was promoted to first deputy head of Kyiv City Prosecutor's Office No. 7. Her salary increased to UAH 10,600 per month. The same amount her husband Oleksiy received in the military prosecutor's office.

2016 year

Maria Vdovichenko's salary increased to 18.6 thousand UAH per month, her wife's remained at the same level - 11 thousand UAH.

2017 year

On February 9, 2016, grandmother , Halyna Arkhipovna, bought an apartment in Kyiv with an area of 90.5 sq. m. at an understated price of only $29.6 thousand.

Maria Vdovichenko's salary doubled, her husband moved to work at the Prosecutor General's Office and somehow sold the Ford very profitably - twice as much as he bought it.

This agreement should explain the appearance of the family's first savings – 332 thousand UAH in cash.

The family got two cars at once, and for free. Kateryna Vasylchenko gave her Honda Accord (2008 model year) for use, and Serhiy Drobot gave her Volkswagen Jetta (2015 model year).

2018 year

The Honda and Volkswagen disappeared from the declaration without a trace, as did grandmother Halyna Arkhipovna.

The family buys a modest Kia Magentis (2006 model year) for UAH 5.7 thousand, but uses a more solid car – a Range Rover Evoque 2012 (model year), which was given to the family for free by Maria's father, Serhiy Levandovsky.

2019 / 2020

The declaration shows a house of 80 sq. m in the village of Kryukivshchyna, Kyiv-Svyatoshyn district. The house and the land plot under it are owned by Maria's father, Serhiy Levandovsky. He gave the property, as well as the Range Rover, to his daughter for free.

The declaration shows another apartment registered to an unspecified legal entity. Maria Vdovichenko's daughter, Kateryna, lives in it. The apartment is the same size as the one owned by the Holosiivska RDA and used by the prosecutor in 2014-2015.

The head of the family, Oleksiy, disappears from the latest declaration. It looks very much like a fictitious “divorce,” if you don’t take into account the rapid career growth of prosecutor Vdovichenko.

On September 11, 2020, Oleg Kiper was appointed to the position of Head of the Kyiv City Prosecutor's Office

The publication “Dossier” wrote that the reason for such rapid growth of Maria was her very close relationship with her boss Oleg Kiper. The media noted that Vdovichenko and Kiper were often seen together shopping together in an elite boutique in the center of Kyiv. They even came to a joint press conference wearing clothes of the same fashion brand.

The media also hinted at Maria's love affair with Dmytro Tyshlyk, who held the position of First Deputy Head of the Strategic Investigations Department of the National Police.

The big game

The next big scandal in the life of the unsuspecting Maria Vdovichenko was a property dispute in the family of Alexander Ksenofontov.

Famous businessman Ksenofontov Alexander Gennadievich married Oksana Anatolyevna Zhuk in 2018. On June 14, 2020, Ksenofontova O.G. died. And that's where it all began.

On June 26, 2021, upon the application of Ksenofontov's son, Ivan, criminal proceedings No. 12020110000000753 were opened against his stepmother.

Allegedly, Oksana Ksenofontova forged documents for LLC “SP ATAD K” and fraudulently became the sole beneficial owner, chairman, and founder of LLC “KK Patriarch Hall”. The property was seized and the case was suspended.

The fighting in the case continued during the war.

Maria Vdovichenko took over the raider's baton from ex-prosecutor Kiper in seizing elite real estate in Kyiv at 80 Saksaganskoho Street.

Oleg Kiper, who today heads the Odessa Regional State Administration, instructed his assistant at the Kyiv City Prosecutor's Office, Maria Vdovichenko, to help him seize more than a tasty morsel of golden property in the center of Kyiv.

Oksana Ksenofotova is sure that Vdovichenko is personally controlling the situation with the seizure of Ksenofontova's inheritance. Here is what she wrote on her Facebook page:

It is no secret to a certain circle of prosecutorial officials that the official first deputy prosecutor of Kyiv, Maria Vdovichenko, secretly for the public, was and remains at the same time the right hand of Kiper himself. Despite the recent leadership of the Odessa Regional State Administration by ex-prosecutor Kiper, the baton in my case was passed to M. Vdovichenko. Even earlier, a FAKED criminal case against me was transferred from Holosiivska to the Podil Prosecutor's Office on the instructions of Kiper. Let me remind you that my registered place of residence is 84-86 Saksaganskoho St., which does not fall under the territorial jurisdiction of either the Podil police or the Podil Prosecutor's Office. Now, observation, Maria Vdovichenko - held the position of prosecutor of the Podil Prosecutor's Office, which impeccably, unconditionally and instantly carries out the instructions of Kiper, despite all the procedural norms of the Criminal Code.

However, the widow failed to resist the prosecutor's arbitrariness. The address of the property was changed and rewritten to a new owner, who, as you might guess, was not the deceased's son.

After this fraud, the lawyer for Oksana Ksenofontova's widow, Mykhailo Korotyuk, publicly questioned Ivan Ksenofontov, who entrusted his father's inherited property, the Patriarch Hall residential complex at 78-80 Saksaganskoho Street, to raiders in the form of the prosecutor's office:

According to official data from state registers, who currently owns your father's inherited property (apartment building on 78-80 Saksaganskoho St., a woodworking plant in the village of Gostomel, a medical center building on Kopernyka St. in Kyiv)? Oksana Ksenofontova? Or your accomplice Serhiy Shapran? I am sure that you know how to use state registers and can check this information so as not to mislead the public and the authorities. And if all of your late father's inherited property is registered to Serhiy Shapran and his structures, then what did Oksana Ksenofontova acquire?

Thus, the head of the Odessa regional administration, Oleg Kiper, with the help of his assistant Maria Vdovichenko, became the shadow leader and main beneficiary of the seizure of elite real estate in the center of Kyiv, the residential complex “Patriarch Hall” worth over $20 million and with an area of 10,000 sq m.

The real estate, of course, was registered in the name of a fake person. The deceased's son was promised a minimum amount upon the sale of the property. And the main income will go to the pockets of the most honest and incorruptible prosecutor's office in the world - the Ukrainian one.
