Since the introduction of the NSDC sanctions against citizens and legal entities of the Russian Federation in Ukraine, the situation with the control over compliance with these restrictions has caused serious concerns. Since the introduction of the sanctions in March 2014, by June 2023, 8,919 individuals and 5,755 companies were included in the lists. However, as the information from the Informator publication shows, the number of such individuals is constantly growing, and some Russian agents continue to conduct business on the territory of Ukraine, undermining the country's defense capabilities.
According to the Decree of the President of Ukraine No. 851/2023 dated December 23, 2023, the National Security and Defense Council of Ukraine introduced new sanctions against a number of individuals and legal entities. Among them were Serhiy Fedorovych Evtyagin, a citizen of Ukraine and Russia, and his company LLC “Trading House Favorit Group”, registered in the temporarily occupied territory of Donetsk region in the city of Yenakiyevo.
As Informator journalists report, Sergei Evtyagin is currently outside Ukraine. However, his wife Inna Mykolaivna Evtyagina and son Sergei Sergeevich Evtyagin, who also have Russian citizenship and actively cooperate with Russia, have not yet been subject to NSDC sanctions. There are suspicions that Evtyagin Sr. is trying to corrupt state structures in order to remove sanctions from himself and, possibly, to avoid restrictions on his family members.
According to the National Security and Defense Council, Sergei Fedorovich Yevtyagin, Inna Mykolayivna Yevtyagina and Sergei Sergeevich Yevtyagin actively cooperate with Russian special services, military and criminal structures. They are engaged in the collection and transmission of secret information about the military-political situation in Ukraine, as well as providing information about strategically important military-industrial complex facilities and measures taken by the Ukrainian Defense Forces.
Inna Evtyagina's businesses in the Kyiv region are also being used to launder money and finance Russia's armed aggression. Journalists claim that these businesses provided the Russian invaders with provisions, food, and fuel, which allowed them to continue their offensive towards Kyiv.
It is known that the Yevtyagin family constantly crosses the border of Ukraine to carry out subversive activities and finance armed aggression. Inna Mykolaivna crossed the border 13 times between January 2022 and February 2023, her husband - 15 times. According to information, in early 2023 the family crossed the border towards Hungary, and is currently probably in Poland.
Evtyagin Sergey Fedorovich
According to the publication, he is a former deputy of the Yenakiyiv City Council from the now banned Party of Regions. Sergey Yevtyagin is a user of the Russian social network “VKontakte”, which is banned in Ukraine. As of 2019, Sergey Yevtyagin was the owner of the company “Aktsent-Center” in Kyiv. According to information about this company, at that time it was registered in the city of Vuglehirsk, which is in the Bakhmut district of the Donetsk region. This settlement was already under occupation at that time. Currently, the owner of “Aktsent-Center” is another person, and the company is registered at a different address.
According to regional media, Yevtyagin is the owner of illegal mining operations in the villages of Bulavynka and Olkhovatka in Donetsk region. Local residents call him the son-in-law of a criminal authority from Yenakiyevo, and they also say that Yevtyagin financed the construction of the central temple of the UOC-MP in Vuglehirsk after the occupation of the city. However, this data cannot be considered official, so let's move on to the facts.
Yevtyagin Sergey Fedorovych is the founder of seven enterprises. These are the Maxim Farm (Brovary district, Kyiv region), Promecoinvest Private Limited Company (Dnipro), Favorit Group Trading House LLC (Trostyanets, Sumy region), Accent Center LLC (Kyiv), Sigma Sy LLC (Yenakievo, Donetsk region), Business Lex Plus LLC (Kyiv), Financial Service Center LLC (Kyiv) and UTK No. 1 LLC (Kyiv). Yevtyagin is also a beneficiary of Stimul Financial Company LLC (Kyiv).
Journalists of the Informant, having analyzed information from open registers, learned that Yevtyagin S.F. has connections and conducts business activities in the occupied territory of the so-called “DPR”. According to the “Unified State Register of Legal Entities”, Yevtyagin S.F. is the founder of OOO “Trading House Favorit Group” (the main type of activity is wholesale trade). In addition, it was established that a legal entity with a similar name operates in the territory of Sumy region – OOO “Trading House Favorit Group”, Yevtyagin S.F. was also the founder of the above-mentioned legal entity. Currently, the founder and authorized person is Yevtyagin’s “countryman”, a native of the city of Vuglehorsk, Donetsk region, Gubarev Viktor Vasilyevich, born on July 23, 1984. There are reasons to believe that Yevtyagin S.F. and still controls LLC “TD Favorit Group” (Trostyanets, Sumy region).
Until 2017, the director of LLC “Trading House Favorit Group” was Shevchenko Oleksiy Volodymyrovych, born on April 6, 1981, as of 2023, the above-mentioned person is the director of LLC “Trading House Favorit Group” (DPR). Shevchenko Oleksiy Volodymyrovych, a native of Yenakiyeve, Donetsk region, conducts business activities in the occupied territories, on January 17, 2023 he registered himself as an “individual entrepreneur” and is the director of LLC “SK Rusych” and LLC “Trading House Favorit Group”. The founder of LLC “SK Rusych” is the mother of Yevtyagin S.F. – Yevtyagina Tatyana Ivanivna, born on September 5, 1944. According to posts on the social network , the woman supports the policy of the aggressor state.
Evtyagina Inna Nikolaevna
Also, according to the publication, the wife of Sergei Yevtyagin Sr. Inna is registered as an individual entrepreneur (type of activity - retail trade outside stores). She owns 2.5 hectares of land in the Buchansky district of the Kyiv region (the ownership was acquired on July 22, 2021). Inna Yevtyagina has corporate rights to three enterprises - Amtek Trade LLC (registered in Kyiv in 2015), Ukragro-Invest LTD LLC (registered in the Brovary district of the Kyiv region in 2016) and ABC Product LLC (registered in the capital in 2016). The type of activity of the enterprises is wholesale trade in meat and meat products, growing grain and industrial crops.
Inna Evtyagina is registered as a private entrepreneur in the territory of the Russian Federation. According to open registers, Evtyagina I.M. conducts business activities in the temporarily occupied territory of the Autonomous Republic of Crimea, in particular, she is the director and founder of OOO “Koktebelskiy Priboy” (Feodosia). The above-mentioned Decree of the President of Ukraine dated December 23, 2023 No. 851/2023 also imposed sanctions on this enterprise. However, not on Inna Evtyagina personally, but only on her company.
Evtyagin Sergey Sergeevich
The Informant journalists found out about Sergei Evtyagin Jr.: he is the owner of OOO “Food Podakt” (Bataysk, Rostov Oblast, Russia) and OOO “Crimean Wine and Vodka Holding” (Khervonogvardiyske village, occupied Crimea).
Sergey Sergeyevich is also the head and beneficiary of OOO “Panorama” (registered in the city of Sochi, RF). The co-owner of the company is his wife Evtyagina Elena Anatolyevna, born on 09.03.1986, she is also a co-founder of the aforementioned OOO “Crimean Wine and Vodka Holding”. Elena Evtyagina is the owner of other companies registered in the occupied territories and in Russia. She also has a passport of a citizen of the Russian Federation.
Evtyagina Vladyslav Sergeevna
According to the publication, Evtyagina V.S. born on February 15, 2000 – daughter of Sergei Evtyagin Sr. – is the founder and beneficiary (50%) of LLC “SHAKHTA PETRIVSKA”, registered in Kharkiv. According to family tradition, Vladislava Evtyagina also has a Russian passport. The daughter of Sergei Evtyagin has attracted the attention of the media at least twice. As a classic representative of the “golden youth”, in 2019 and 2023 she was a participant in high-profile road accidents in the capital.
According to journalists, in one of the incidents the girl was intoxicated, and in another she caused an accident involving eight cars. It is noteworthy that Vladyslav's father Serhiy Evtyagin has repeatedly been held administratively liable for committing an offense under Part 1 of Article 122 of the Code of Administrative Offenses “Exceeding the established speed limits by drivers of motor vehicles and violating other traffic rules”.
