Marganets in Dnipropetrovsk region has been under constant terror from the Russian army for over three years. Daily shelling, drones from the occupied Energodar, water and electricity outages — all this has become the new normal for the city's residents. But amid this struggle for survival, the local authorities seem to have found a way to make money from it.
The central figure is the mayor of Marganets, Gennady Borovik. After the private company "Aps Power Technology", which provided the city with heat, went bankrupt in 2022, its six modern boiler houses were bought out by the city council. The new operator of the heat supply was the municipal enterprise "Utilities Plant", headed by the former director of the same "Aps Power Technology", Gennady Ryabokon. It was from this moment that large-scale business on the city budget began.
Over the past year and a half, the CP has concluded 71 agreements for a total of UAH 123 million. Of these, more than UAH 112 million went to the purchase of fuel pellets - biofuel for boiler rooms. The most interesting thing is that only four businesswomen received most of the funds: Svitlana Sysoeva, Svitlana Ovdiy, Galina Pasichnyk and Alyona Yefimova. And all of them are directly or indirectly related to Borovyk himself.
Price gouging — by millions
The prices for pellets in contracts with the Combine are strikingly higher than market prices. For example, in 2023, wood pellets were purchased for 11 thousand UAH per ton, while neighboring communities paid 6.9 thousand UAH. The total overpayment is more than 8.2 million UAH.
In 2025, the situation worsened. New agreements with the same Sysoeva and Ovdiy were concluded for the amount of UAH 76.8 million - the price was again inflated by half. Only after the State Audit Service began its inspection, Kombinat hastily concluded additional agreements and reduced the cost of purchases by UAH 29 million. Formally, due to “price fluctuations”. But this “fluctuation” occurred less than a day after the main contract.
Mayor's family contract
The suppliers turned out to be either inexperienced or directly connected to Borovik:

Svitlana Sysoeva is the director of a children's communal center and a dance teacher. She stores pellets at a feed mill owned by the mayor.

Svitlana Ovdiy — her accountant works at the same plant. Pellet deals — for over 51 million UAH.

Halyna Pasichnyk is a children's clothing saleswoman, her husband is a contractor for the Combine and collaborates with Borovyk's companies.

Alena Yefimova — indicated the contact number of the son-in-law of Mayor Dmytro Buryak, a deputy of the city council.
It was Buryak who also worked in the municipal corporation that bought out the boiler houses and represented the city's interests at auctions. And the head of the "Combinat" Ryabokon is the former head of "Aps Power Technology", which went bankrupt.
Despite the revealed scheme, none of the defendants were held accountable. The mayor of Marganets refused to comment on the situation, responding rudely. Meanwhile, control over millions of budget hryvnias remains in the circle of his family and close associates.
