How military personnel can receive housing or compensation from the state

The state is obliged to provide military personnel with housing or pay monetary compensation if they are officially recognized as requiring improved housing conditions. This right is regulated by the Housing Code of Ukraine and relevant laws and resolutions of the Cabinet of Ministers.

To be registered for housing, a serviceman must be registered in a specific locality. He then submits a report to the housing commission of his unit, attaching documents about the family composition and living conditions. The commission considers the materials within one month, after which it makes a decision on registration.

Military personnel can only register if they lack adequate housing or live in substandard housing. If a person has deliberately worsened their housing conditions, for example, sold an apartment or demolished a house, they cannot register for five years.

Housing is provided on a waiting list, which is determined by the date of registration. There are categories that receive housing out of turn — in particular, families of deceased servicemen and servicemen included in the priority list. If a serviceman unjustifiably refuses an apartment, his place in the waiting list may be postponed for a year.

For military personnel with more than 20 years of service, there is a right to permanent housing or monetary compensation, which they can receive only once for their entire service. Additional guarantees are provided to persons dismissed due to health conditions, age, or due to staff reductions, as well as military personnel with disabilities of groups I or II. Family members of those killed or missing also have the right to free housing.

Compensation is paid within the state budget and should provide the opportunity to purchase housing in accordance with the standards of area and quality.

Military personnel may be removed from the register if their housing conditions improve, they provide false information, are sentenced to imprisonment for more than six months, are dismissed due to incompetence, or if they have already received housing or compensation once.
