How to get compensation for destroyed housing if it is in a war zone

Ukrainians whose homes were destroyed as a result of hostilities will be able to receive compensation even in cases where the facility is located in an area of active shelling and the physical visit of the commission is impossible. The Cabinet of Ministers has approved changes to the eReconstruction program, which allow for remote inspection of damaged or destroyed homes.

According to a new government resolution, local government commissions can now use satellite imagery, drone footage, and photo or video footage provided by the claimants themselves. This opens up the possibility for residents of frontline areas to receive compensation without risking their lives.

How to apply

First, you need to fill out an information report about the destroyed housing. This can be done through the application or portal "Diya", at the TsNAP or through a notary. After that, you should submit an application for compensation, choosing one of two options:

  • Housing certificate - for the purchase of new housing.

  • Cash payment - for reconstruction on one's own land plot (available only to owners of private houses in a safe area).

Examination procedure

The commission determines whether it is possible to conduct a physical inspection of the house, or to limit it to a remote one. For the latter format, photos and videos must be clear, colorful, without distortions and, if possible, contain the date, time and geolocation. It is imperative to provide a general view of the site, at least three different angles of the dwelling, images of destroyed structures and, if possible, identification features of the object (address plates, house numbers, signs).

Decision-making deadlines

Within 30 days of the application being submitted, the commission will decide whether there is sufficient evidence to establish the fact of destruction. If there is insufficient evidence, the case may be suspended, giving the applicant 90 days to submit additional evidence, including evidence from the police, rescue workers, or the military.

It is important that for those whose applications were previously suspended due to the impossibility of examination, the consideration should now resume, taking into account the new possibilities of remote verification. If the status in "Actions" has not changed to "In processing", you should contact the commission directly.

The updated mechanism allows you to receive compensation without risking your life and significantly expands the circle of those who will be able to use the "eRecovery" program even in the most difficult wartime conditions.
