In the conditions of general mobilization in Ukraine, men liable for military service between the ages of 18 and 60 may be called up for service. However, the legislation provides for the possibility of obtaining a deferment for certain categories of citizens. This is a temporary exemption from mobilization, which can be granted under various circumstances, but for this it is necessary to properly prepare documents and submit them to the Territorial Recruitment Center (TCK).
One of the main reasons for receiving a deferment is health. If a conscript has a disease that temporarily or permanently prevents him from serving in the army, he can receive an appropriate conclusion from a medical commission. The list of such diseases is approved by the government and includes a number of serious pathologies that are incompatible with the performance of military duties.
Another reason for deferment is education. Students who are studying full-time or dual at higher education institutions or technical schools can apply for a deferment of mobilization. The same applies to graduate and doctoral students. However, it is important to note that obtaining a second or third higher education is no longer a reason for a deferment.
Family circumstances may also be a reason for temporary exemption from mobilization. Conscripts who are the sole guardians or have dependent minor children, persons with disabilities or a spouse with disabilities may receive a deferment. In the case of a man caring for his disabled parents, this is also a reason for deferring service. However, caring for a father-in-law or mother-in-law no longer guarantees exemption from mobilization.
Another important category is employees of strategically important enterprises and organizations. Doctors, defense industry workers, educators, farmers, and specialists employed in other areas of critical importance to the state can receive a deferral. To do this, the employer must submit confirmation of the need to keep the employee in his position.
To apply for a deferral, you must apply to the CCC at your place of residence with an application and the appropriate package of documents. Persons applying for a deferral due to health reasons must provide a medical certificate. Students must provide a certificate from an educational institution, and employees of critical enterprises - a certificate from the place of work and an extract from the work book. Persons applying for a deferral due to family circumstances must provide birth certificates of children or a certificate of disability of family members who are dependent on them.
After submitting the documents, the CCC conducts an inspection, and if all requirements are met, it grants a deferral. In case of refusal, the person has the right to appeal this decision. It is important to remember that all deferrals have a limited validity period, so it is necessary to monitor their extension in a timely manner to avoid problems with the law.
