Who is entitled to the status of a combatant and how to arrange it

Servicemen of the Defense Forces of Ukraine can obtain the status of a participant in hostilities (UBD) in two ways - automatically or through personal request. The Ministry of Defense has published a step -by -step instruction on how to formulate this status.

As the Deputy Minister of Defense explained, the brigade General of Justice Sergey Melnyk, automatic registration takes place through the Unified State Register of War Veterans. Authorized persons are obliged to enter information about the serviceman within five days from the moment he begins to carry out a combat mission.

However, it is also possible to submit documents personally to one of the 21 special commission of the Ministry of Defense.

Self -appeal requires:

  • statement in the prescribed form;

  • two photo cards 3 × 4 on matte paper;

  • Documents confirming participation in hostilities.

The application must be sent to the commission of the military administration to which the military unit is subordinated. If the necessary documents are not available, the commission can independently demand them within the interagency interaction.

Commissions consider appeals within one month. If the documents are submitted through a single registry, the data processing is automatically and in real time.

The grounds for refusing to assign status may be:

  • lack of legal grounds or necessary documents;

  • presentation of false information;

  • The existence of a court sentence for a deliberate serious or particularly serious crime during hostilities.

The decision of the commission can be appealed in court or submit documents again after the reasons for the refusal are eliminated.

If the UBD certificate is lost, the servicemen submit a report to the commander and the dismissed - a statement to the territorial centers at the place of residence. It is also obligatory to apply to the police for the loss of the document and to publish an announcement of its invalidity in print media.

Those who have been captured or disappeared - except in cases of voluntary delivery or desertion. In such situations, the documents submit commands of the relevant military unit.
