After the entry into force of the new law on mobilization in Ukraine, questions arise as to who and where can serve summonses to conscripts. According to the information provided by the spokesman of the Poltava Regional Territorial Center for Staffing and Social Support, Major Roman Istomin, in the material "Summer Mobilization, Summons and 'Reserve+'", it is revealed that several categories of persons have such powers.
According to Cabinet of Ministers Resolution No. 560, subpoenas can be served in Ukraine not only by employees of territorial recruitment centers, but also by several other categories of persons. These categories and their powers are as follows:
- Representatives of territorial picking centers — within the administrative territory to which the powers of the corresponding territorial picking center are extended.
- Representatives of structural subdivisions of district military administrations — within the administrative territory over which the powers of the respective district military administration extend.
- Representatives of the executive bodies of village, settlement, and city councils — within the administrative boundaries of settlements and territories to which the powers of the respective executive bodies are extended.
- Representatives of enterprises, institutions, organizations — on the territory of enterprises (institutions, organizations) and in places where employees perform work (duties).
Istomin also emphasized that these persons can alert citizens both independently and as part of alerting groups. As for the places where subpoenas can be served, this can happen 24 hours a day at the address of residence or address of declared/registered residence, work, study, as well as in public places, public buildings and structures, places of mass gathering of people, territorial centers of recruitment and social support , checkpoints (checkpoints) and checkpoints across the state border of Ukraine.
