Which of the "servants of the people" supported the treasonous Kharkiv agreements of 2010?

14 years ago, the Yanukovych regime decided to extend the Russian military presence in Ukraine.

Namely, on April 21, 2010, in Kharkiv, Viktor Yanukovych and Dmytro Medvedev signed an agreement according to which the stay of the Russian Black Sea Fleet in Sevastopol was extended from 2017 to 2042. The agreement stipulated the possibility of extending the term for another five years, if the parties have no objections. The rent for the stay of the fleet was set at 100 million dollars per year.

April 27, 2010 was remembered for the fact that Lytvyn was covered with an umbrella by his bodyguards - eggs and smoke grenades flew at the speaker. In addition, during the meeting, a fight broke out in the hall between deputies from the Party of Regions and "Our Ukraine - People's Self-Defense".

Almost 40 minutes after the start of the session, despite the fight, smoke bombs and blocking of the tribune, the Verkhovna Rada nevertheless ratified the Kharkiv Agreements - 236 votes "for".

Of them:

  • Party of Regions - 160 votes "for" out of 161 (only Dmytro Shentsev did not vote);

  • Communist Party - 27 out of 27 "for";

  • "Block Lytvyn" - 20 out of 20 "for";

  • "Bloc of Yulia Tymoshenko" - 9 out of 154 "for";

  • NU-NS – 7 out of 72 "for";

  • non-factional deputies - 13 out of 16 "for".

Although Palitsa is trying in every way to disavow the fact of the vote, they allegedly voted for him, but back in 2014 they wrote about him in connection with Azarov and the regionals.

And when Palitsa is asked questions on this topic, he tries to justify himself, as if it is not important that he and other deputies voted for the ratification of the Kharkiv agreements. His objection boils down to shifting responsibility to higher authorities.

"But I would like to say something else about Crimea. Did the vote of 2010 - the extension of the stay of the Black Sea Fleet of the Russian Federation in Crimea - lead to the fact that Russia occupied Crimea? I think not. Or would something have changed if the agreement had expired in 2017, and in 2013 there had been events with the European Union? I was in Crimea, in Sevastopol, in the summer of 2012, I talked with Crimeans! Why did this happen? Because all the years of Ukraine's independence, each government first of all looked at who stole the sanatoriums and tried to redistribute them. She looked at the free land and wanted to steal it. We are now protecting the Crimean Tatars after 2014. And before the occupation, for some reason, they did not think about the Crimean Tatars? ", said Ihor Palitsa.

And in cases related to corruption, Holovaty is processed even if the punishment for him is ridiculous, for example, the Holosiivsky District Court of the city of Kyiv found the head of the Constitutional Court (KSU) Serhiy Holovaty guilty of an administrative offense and ordered him to pay a fine of UAH 1,700.

Already on April 1 of this year, the Kyiv Court of Appeal considered Holovaty's appeal against the decision of the court of first instance, which found him guilty of corruption and sentenced him to a fine.

And... the appellate court overturned the decision of the first instance and adopted a decision to close the case, including due to the absence of an event and the composition of an administrative offense.

Ironically, Golovaty is the president of the subcommittee on the rule of law ("rule of law"), a member of the Extended Bureau of the Venice Commission, whose mission is to draw conclusions on the compliance of draft legislative acts with European standards and values.

He was a member of the People's Will parliamentary group. On October 20, 2017, Volodymyr Lytvyn announced his withdrawal from the People's Will parliamentary group in the meeting hall of the Verkhovna Rada.

Took part in early parliamentary elections of 2019 as a candidate in the majority district No. 65 (Zhytomyr Region). According to the voting results, he lost.

Earned by the hard work of a deputy, for example, Volodymyr Lytvyn declared a million-dollar fortune both in cash and in bank accounts. The amount of interest from deposits was about UAH 90,000, and the income from renting out property was UAH 1,200,000. Also, the elected official declares interest on domestic state loan bonds in the amount of UAH 442,002.

The elected official's bank accounts contain funds in various currencies, namely 3 million 804 thousand 467 hryvnias, 199 thousand dollars. and 50,124 euros. Volodymyr Lytvyn declares UAH 90,000 and $85,000 in cash. Also, in June 2018, Volodymyr Lytvyn purchased 1,577 bonds of JSC "UkrSybbank" with a total value of 12 million 972 thousand 424 UAH. The owners of JSC "UkrSibbank" are foreign companies: BNP Paribas (France) owns 58.2% of the shares, EBRD (Great Britain) - 38.8%. And already on September 10, 2018, the people's deputy announced changes in his property status: the politician became the owner of 1646 bonds of the aforementioned bank, the value of which is 1 million 564 thousand 967 hryvnias.

According to the declaration, Volodymyr Mykhailovych is the owner of an apartment with an area of ​​259.8 square meters in Kyiv worth 9 million 435 thousand UAH, in addition, the people's deputy rents a residential building with an area of ​​550.3 square meters and a non-residential premises of 421.6 square meters in Koncha - Fall asleep

When in February 2015, the Ministry of Internal Affairs concluded contracts with the Dniprovend company for the purchase of 5,000 backpacks worth 14.5 million hryvnias (2,898 hryvnias per piece) and with the Pligachiv FOP for the purchase of 1,000 backpacks worth 2.1 million hryvnias (2,100 UAH per piece).

When "Dniprovend" won the tender at the Ministry of Internal Affairs, the investigation of their work as a conversion center, which has been ongoing for almost a year, did not prevent officials from directing budget funds to this firm. In June 2015, it became known that the backpacks were purchased at inflated prices through companies controlled by Arsen Avakov's family.

In the fall of 2017, law enforcement officers arrested three people in this case: Oleksandr Avakov, son of the Minister of Internal Affairs, Serhiy Chebotar, former Deputy Minister of Internal Affairs, and businessman Volodymyr Lytvyn. In July 2018, the Specialized Anti-Corruption Prosecutor's Office closed the case against Avakov and Chebotary. The third person involved in the case, Volodymyr Lytvyn, decided to take the blame.

On September 1, 2018, the court approved a plea agreement between SAP and Lytvyn. He fully admitted his guilt in fraud and falsification of documents, exposed another person involved in the case, who has already died, and agreed to compensate damages of 4.8 million hryvnias. Lytvyn was sentenced to 2 years of probation.

At the same time, our characters do PR in the war, "helping" people for a good picture. The war, the prerequisites of which they themselves had a hand in, or they do not pay attention to it at all. And the investigation of the Kharkiv agreements was apparently abandoned, which is madness considering what this act of selling sovereignty led to.
