The Ministry of Education and Science (MES) of Ukraine has announced new conditions for admission to master's programs, which will come into effect in 2025. The draft has already been put up for public discussion, and the main provisions concern changes in the application procedure, exams, and special conditions for certain categories of applicants.
Major changes in admission to master's degree programs
- Basic requirement
Graduates who already have a bachelor's or master's degree can enter the master's program. - Exams and cut-off scores
- Applicants will take a single entrance exam (EEI) in a foreign language and a single professional entrance test (EFVV).
- The minimum passing score for the EVI is 5, for the EFVV is 35.
- A motivation letter will also be taken into account.
- Application process
- Registration for electronic accounts will start on July 1, 2025.
- Submission of documents is possible until October 20, with the option to upload multiple documents about previous education.
- Higher education institutions may set separate deadlines for contract studies.
- Competition score formula
The competitive score will consist of the following grades:- for a foreign language test;
- for the general academic competence test;
- for a professional exam.
- Special conditions for beneficiaries
- Participants in the Revolution of Dignity, military personnel, and applicants with disabilities will be able to take an interview instead of exams.
The new rules aim to increase transparency and standardize admissions. The introduction of electronic offices simplifies the application process, while threshold scores guarantee a basic level of preparation for applicants.
Higher education institutions are gaining more flexibility by setting their own deadlines for submitting applications for contract studies. This will allow students who did not have time to submit applications during the main period to have additional chances of admission.
Reform in the field of education is not only a tool for improving the quality of master's training, but also an opportunity to adapt the education system to modern challenges, the Ministry of Education and Science noted.
