Despite the great hype surrounding the opening of the agricultural land market in Ukraine, data for 3.5 years after the lifting of the moratorium does not confirm the expected sales boom. From July 1, 2021 to December 31, 2024, only 604 thousand hectares were sold on 198,337 plots, which is only 3.4% of the total area of land that was under the moratorium.
The Ministry of Agrarian Policy reported that in 2024, 106,669 land plots were sold for a total area of 320,660 hectares, and the average cost per hectare was UAH 46,678. However, even taking into account the significant increase in sales volumes in 2024, sales still remain at a relatively low level compared to expectations.
According to analysts, the average price of land in 2024 varied. For example, in December, the average cost per hectare was UAH 48,622, which is UAH 1,300 less than in November, but at the same time it was almost UAH 3,400 higher than at the beginning of the year, when the price was UAH 45,229. The most expensive hectare of land was recorded in October — UAH 52,418.
Land prices vary depending on the region. The cheapest plots can be found in Mykolaiv Oblast (31,698 UAH/ha), and the most expensive in Ivano-Frankivsk Oblast (93,141 UAH/ha).
In general, although the land market is open, its development is slow, and the main reasons for this are various economic factors, including price fluctuations, as well as the low interest of citizens in selling their land plots.
