The Supreme Anti-Corruption Court ordered NABU to initiate criminal proceedings due to possible abuses by officials of the Asset Tracking and Management Agency (ARMA) in connection with the announced competition for the management of IDS Ukraine assets, which include the well-known Ukrainian brands "Morshynska" and "Mirhorodska".
The lawyer of the company New World Value Fund Limited filed a statement with the NABU about the possible commission of a criminal offense by ARMA officials under Part 1 of Article 14 and Part 2 of Article 364 of the Criminal Code. In the statement, the lawyer emphasized that ARMA's actions during the announcement of open tenders may contain signs of a crime. At the same time, as of the beginning of the consideration, NABU had not entered information about the criminal offense into the Unified Register of Pre-Trial Investigations (URDR), citing the lack of grounds.
The judge of the Supreme Court of Justice, while considering the complaint, recognized that the submitted application contained sufficient data for verification by the pre-trial investigation body. Therefore, NABU was obliged to launch an investigation into possible abuses by ARMA officials.
According to the statement, on November 28, 2025, ARMA announced a tender for the management of corporate rights of IDS Ukraine companies in the Prozorro system. The assets include:

100% of the authorized capital of PrJSC “Morshyn Mineral Water Plant “Oscar””;

shares of PrJSC “Industrial and Distribution Systems” and PrJSC “Mirgorod Mineral Water Plant”;

shares in other group companies, such as IDS Aqua Service LLC, IVA Private Limited Company, Nova.com State Enterprise, and Potuzhnist LLC.
The total value of the assets reaches tens of millions of hryvnias. The applicant emphasizes that the procurement could contain signs of a criminal offense and affect the legality of the competition.
In addition, the Antimonopoly Committee of Ukraine accepted for consideration three complaints regarding the ARMA competition for the management of IDS Ukraine assets. The government put up for public auction the assets of the producer of popular mineral water brands.
Thus, the case is under the control of the Supreme Anti-Corruption Commission and the NABU, and the investigation should determine the legality of the actions of ARMA officials and possible violations of criminal law.
