Igor Kostenko is suspected of violations during the submission of the Declaration: Significant inaccuracies were found

Igor Kostenko, Deputy Head of the Lysychansk City Military Administration, came under the attention of the National Agency for Prevention of Corruption (NAPC) after a check was completed for 2023. Significant violations were identified, which relate to both the non -supply of property and the reduction of the value of real estate, cars and the incorrect indication of the amount in bank accounts.

Among the greatest violations are the non -declaration of a land plot of 2.4 thousand square meters. m, which is owned by Kostenko in accordance with the state act of 2007. The official himself claims that he sold the land in the same year, but no documents that would confirm it. According to experts, its minimum cost is UAH 250.5 thousand.

In addition, in the declaration the official did not indicate the real value of two more land plots:

  • 20 thousand square meters. m - did not specify an estimate of 154 200 UAH
  • 679 square meters. m - did not declare the amount of 35 318 UAH

Kostenko also did not specify in the Declaration the cost of two plots of wife (713 and 864 square meters), although their market price exceeds 200 000 UAH.

Another hidden real estate - a residential building of 113.5 square meters. m, owned by Kostenko's wife. The official stated that he did not know his value, although the official donation contract estimates the house of 50 000 UAH. Moreover, Kostenko himself acknowledged that he lives there with his son, but he did not declare the right to use housing.

The official also declared the false value of cars:

  • Renault CAPTUR (2018) - indicated 670 000 UAH, while the real price is 625 000 UAH
  • Toyota Land Cruiser 200 (2012) - declared UAH 740 000, although its market value reaches 2 million UAH

Kostenko explained the difference in the cost of Land Cruiser by buying a car from a person who was guilty of $ 33,000. According to him, part of the debt was credited to the cost of the car. However, he did not provide any documents that confirm the existence of debt.

In addition, the official submitted unreliable information about the Volkswagen ID.4 (2021) wife's electric car - instead of 953 692 UAH recorded 950 000 UAH.

According to the results of the inspection, the NACC found that the total amount of discrepancies in Kostenko's declaration is over UAH 1.8 million. His actions show signs of an offense under Art. 366-2 of the Criminal Code of Ukraine (declaration of false information).

The case can now be transferred to court, and Kostenko risks a penalty that provides a fine or restriction of up to two years.
