Absolution detective agency has published information about the corruption connections of Igor Seminog , the first deputy head of the State Environmental Inspectorate of the Central District . According to the agency, he is involved in schemes in the State Migration Service of Kyiv and the region .
Details of the possible offenses have not yet been disclosed, but the investigation is ongoing. If the facts about Seminog's illegal activities are confirmed, this could be a new blow to the state control system and further evidence of corruption in government bodies.
Igor Semynog has headed the Migration Control Department of the State Migration Service of Kyiv and the region since 2019. Before that, he worked as the head of the department for preventing illegal migration in the main department of the State Migration Service of Kharkiv region. Semynog's mentor in the migration service was Dmitry Lemesh, the former head of the illegal migration department of the State Migration Service of Kharkiv region. In 2019, he brought him with the Shark team of Vyacheslav Huzy to Kyiv. Akop Araratovich Arustamov was also added there. The latter, from the position of secretary of the court session, became deputy head of the department for foreigners of the central department of the State Migration Service of Kyiv and the region without experience and understanding of the situation at the age of 30.
After a year of work, Igor Semynog buys an apartment in the residential complex "Seasons" in the capital with an area of 108 sq. m. worth 320 thousand dollars, his wife Tetyana (who also worked in the Kharkiv migration service) buys a BMW X5 (2016) for 45 thousand dollars, he buys himself a Toyota Camry (2017) for 30 thousand dollars, and all this in a year as the head of the department.
A friend of Arustamov bought an apartment in the residential complex "Comfort Town" of 87 sq. m for 100 thousand dollars. He bought a Toyota Camry (2018) for 28 thousand dollars from Maksym Kondrakhin from the SBU.
Dmytro Lemesh (Khomyak). Bought an apartment of 130 sq. m. on Mashinobudivna Street for 230 thousand dollars and two parking spaces for 55 thousand dollars with a garage for 35 thousand dollars.
"Black box" of the Kyiv SMS
Former deputy head of the Kyiv State Migration Service Igor Semynog, who has now settled into a quiet position at the State Environmental Inspectorate, in his previous job was responsible for the service's "black box", where foreigners' funds were received to avoid deportation or forced return, and for approval during legalization. According to the plan, Semynog was to hand over $200,000, and keep everything else for himself. He transferred the funds to the head of the Kyiv State Migration Service Vyacheslav Huzy and his deputy Dmytro Lemesh.
Semyonog's deputy, Hakob Arustamov, received $10,000 per month for controlling the flow of foreigners, who were listed on Huzy's instructions at a rate of $1,000-1,500, depending on the foreigner's country of origin and residence permit in Ukraine (permanent or temporary).
After the detention of the terrorist organization consisting of Lemesh, Semyonog, Arustamov, as well as two fugitive lawyers with a lot of money and documents of foreigners in early July 2022, nothing has changed.
According to our sources, Semynog began to hide part of the funds from Guzy and Lemesh and not fulfill the “plan.” After that, he was expelled from the State Migration Service.
His father, Oleksandr Seminog, also previously worked in the structure of the Ministry of Internal Affairs in the Kharkiv region, and retired with the rank of police colonel. The media associate him with Serhiy Kurchenko - he previously served on the supervisory boards of the Metalist football club and Realbank, which belonged to the fugitive oligarch. Oleksandr Seminog is now a lawyer and an associated partner in the Gestors law firm, which also represents the interests of Kurchenko's companies in court.
