According to our sources in the law enforcement agencies, Ilya Mykolayovych Pasko, the head of the Department of Capital Expenditures, is behind the large-scale embezzlement of funds in the Department of Education and Science of the KMDA.
Ilya Pasko, from the family of the former Deputy Chairman of the National Bank Mykola Volodymyrovych Pasko, is one of the TOP-5 richest officials of the KMDA . According to the data of the Declaration for 2023, he uses two luxury cars: BMW X5 and Porsche Cayenne. From the first days of the war, Ilya Pasko left and stayed abroad and returned only a few days before the critical deadline, when officials were supposed to be fired for being absent from the country.
has been the head of the capital expenditure department since June 2020. During this time, he managed to build a number of corruption schemes, which law enforcement officers are currently interested in. To realize his criminal intentions, Ilya Pasko brought Oleksandr Shevchuk to the Department of Education and Science, to the position of head of the capital expenditure planning department.
Oleksandr Shevchuk is responsible for "manual contractors" and "black cash" in Pasko's schemes. It is Oleksandr Shevchuk who conducts negotiations with the districts and introduces his people to the facilities. At the same time, funds for repair or construction are not allocated to any object in the Department of Education without the approval of Ilya Paska.
Currently, Ilya Pasko, together with Oleksandr Shevchuk, are involved in criminal proceedings No. 4202410000000092 dated February 13, 2024, on the facts of the embezzlement of budget funds by officials of the Department of Education and Science of the Kyiv City State Administration, according to a prior conspiracy with controlled entities of economic activity, in the conditions of martial law in particular in large sizes.
As the law enforcement officers found out, during the execution of construction works under subcontracts, the officials embezzled and embezzled budget funds by means of unjustified transfers of funds that have quantitative, time and target restrictions for actually uncompleted construction works, doubling the actual volumes of completed construction works, as well as entering false information into official documents, namely into acts of acceptance of completed construction works (according to the KB-2b form), certificates of the cost of completed works, (defect acts, summary information of resources, calculations of general production costs, local estimates, documents confirming the use of machines and mechanisms).
In particular, the criminal proceedings include the following cases of embezzlement of state funds by Ilya Pasko and Oleksandr Shevchuk:
- contract No. 171-k dated 23.10.2023, regarding the execution of capital repairs of the simplest shelters and protective structures of civil defense in the institution of general secondary education of the I-III levels "Secondary general education school No. 6" at the address: ave. Georgiy Gongadze, 20 I, Podilsky district, Kyiv", for the total amount of UAH 3,000,000.00;
- contract No. 170-k dated October 23, 2023, regarding the capital repair of the simplest shelters and protective structures of civil defense in the institution of general secondary education of the I-III degrees "Specialized school No. 3, with in-depth study of information technologies" at the address: ave. Pravdy, 84, Podilsky District, Kyiv", for the total amount of UAH 3,000,000.00; contract No. 98 – 3132-VT-1178-491 dated September 19, 2023, for the total amount of UAH 9,002,158.00;
- the contract for major renovation of the premises of the sports complex No. 1 of the Kyiv Sports Lyceum at the address: city of Kyiv, str. Heroiv Sevastopol, 37, (correction), contract No. 146 – 3132-ВТ-1178-952 dated 16.11.2023, major renovation of the basement premises of the youth dormitory (floor B-4) of the Kyiv Sports Lyceum for use as the simplest shelters at the address: Havela Vaclav boulevard bldg. 46, Solomyansky district, Kyiv, for the total amount of UAH 19,945,557.75;
- subcontract No. 1205/KR-21 dated 12.05.2021, regarding the capital repair of the building of the structural subdivision of KPDU "Avtomotosektor" (Letter "A", Letter "B"), Kyiv, str. Tverskyi Tupyk, 7A, for the total amount of UAH 10,643,215.00.
