For the first time in the history of cooperation with Ukraine, the International Monetary Fund has waived the requirement to fulfill preliminary conditions for receiving financing under a new $8.1 billion credit program. This was announced by Prime Minister of Ukraine Yulia Svyrydenko .
According to her, no prior actions are currently foreseen - preliminary actions that should have been completed before the decision of the fund's board of directors. It is expected that the issue regarding Ukraine will be brought up for consideration at the end of February.
Previously, the International Monetary Fund insisted on introducing a number of changes in the tax sphere even before the funds were allocated. In particular, it was about the introduction of VAT for individual entrepreneurs, the establishment of a customs duty on international parcels, taxation of digital platforms, and the continuation of military conscription.
Now these requirements have been translated into the format of structural beacons. This means that Ukraine will have to fulfill its obligations after the approval of the financing program, and not before it.
Yulia Svirydenko noted that this decision was reached as a result of negotiations after the visit to Ukraine of the head of the fund, Kristalina Georgieva . The cancellation of the preconditions opens up the possibility of a faster decision on the allocation of funds.
Recall, in November 2025, Ukraine and the IMF announced the launch of a new four-year program for $8.1 billion. Among the key structural beacons is the abolition of exceptions to mandatory VAT registration for entrepreneurs on the simplified system.
In December, the Ministry of Finance published a draft law that provides that from 2027, individual entrepreneurs with a simplified taxation system and annual income of over UAH 1 million will be required to pay VAT.
