In Balaklia, they plan to equip temporary housing for displaced people with the financial support of the Vinnytsia urban territorial community. For this purpose, the municipal enterprise “Balaklia Housing and Community Service” has concluded an agreement with LLC “Construction Company “Kharbuild” for the restoration of part of the “Yuvileynyi” hotel. The total cost of the work is UAH 7.38 million.
The project involves emergency and restoration repairs to the fourth floor of the hotel, where 52 internally displaced persons are planned to be accommodated as part of the “Side by Side” program. Vinnytsia has allocated UAH 5 million for the major repairs, which will be used to restore walls, floors, ceilings, install plumbing, and furnish rooms.
However, the analysis of the estimate revealed significant overpricing of construction materials. For example, OSB-3 Krono 10 mm boards are estimated at 368 UAH per square meter, while the market price is about 175 UAH. This creates a risk of overpayment of more than 60 thousand UAH for this item alone.
A similar situation is recorded with tiles and plumbing. Onyx tiles in the estimate are listed as almost four times more expensive than the market price, and Zulu tiles are listed as 2.5 times more expensive. Overpayments on these materials can exceed 300 thousand hryvnias. Additionally, prices for Bitherm radiators, shower cabins, boilers, and washbasins are inflated. Even cement is listed in the documentation at 9 UAH per kilogram, while in Kharkiv it costs 4–5 UAH.
According to experts, possible overpayments in the estimate amount to about one million hryvnia. This calls into question the effectiveness of the use of funds allocated for housing for displaced persons.
