Law enforcement officers in Ivano-Frankivsk region have uncovered a scheme to illegally obtain budget funds from one of the medical institutions in the regional center. According to the investigation, more than 1.5 million hryvnias were received for fictitiously provided medical services.
According to the police, during 2023–2024, officials of the Municipal Non-Profit Enterprise "City Clinical Perinatal Center of Ivano-Frankivsk City Council" entered false information into the electronic health care system. The documents indicated that newborns were allegedly receiving treatment in complex neonatal cases, although in fact such assistance was not provided.
As a result, the National Health Service of Ukraine transferred over 1.5 million hryvnias to the institution under the relevant medical guarantee packages. In total, investigators identified 48 fictitious cases that served as the basis for the accrual of funds.
According to law enforcement, the organizer of the scheme was the former director of the medical facility. Using her official position, she ensured the formation, approval, and submission to the National Health Service of Ukraine of knowingly false reports on the volume of services provided.
Based on the evidence collected, including witness statements, seized documents, and the results of a forensic economic examination, on March 23 she was informed of suspicion under the article on abuse of power or official position.
The court chose a preventive measure for the suspect in the form of bail in the amount of 600 thousand hryvnias.
Operational support in the case is provided by employees of the Strategic Investigations Department, and procedural guidance is provided by the Ivano-Frankivsk District Prosecutor's Office.
The pre-trial investigation is ongoing. Law enforcement officers are identifying other individuals who may be involved in the illegal receipt of budget funds.
