The Security Service of Ukraine (SBU) has uncovered a large-scale document forgery scheme at the Kharkiv Medical and Social Expert Commission (MSEC), which allowed draft evaders to obtain false disability certificates. According to the investigation, as a result of this scheme, almost 500 people were able to avoid the draft, receive "reservations" and use social benefits.
Bribes for obtaining fake certificates ranged from $2,000 to $5,000. Not only MSEK employees were involved in the criminal activity, but also medical professionals who helped the evaders obtain these false certificates. The actions of the participants in this scheme caused significant damage to the state, as they allowed the evaders to illegally evade military service.
During the investigation, the head of the regional MSEK and seven of his accomplices were detained. All those detained are in custody, and additional suspicions have already been raised against them. Investigative actions are continuing to identify other individuals who participated in the scheme. According to law enforcement officers, more than half a million US dollars, almost 80 thousand euros, more than 1 million hryvnias and even Russian rubles were seized during the searches.
This case is part of a larger network of fake medical documents that law enforcement officers have uncovered in Kharkiv and the region. One of the suspects in this scheme is a local city council member. The investigation is ongoing, and law enforcement officers plan to establish the involvement of five more individuals in the criminal activity.
