Tsyrkuniv Village Council (Kharkiv Oblast) ordered the construction of a shelter for the local lyceum from Forumbud LLC worth UAH 135.69 million. The relevant data was published in the Prozorro system.
Forumbud was registered in Kharkiv in 2022 and is owned by Olena Hadyatska. Prozorro does not have data on the company's fully executed contracts.
Since 2023, this company has received orders only from the Tsyrkunivka Village Council for a total amount of UAH 147.78 million, without having any other clients in the state procurement system.
In the tender documentation, the customer — the village council headed by Mykola Sikalenko — put forward requirements regarding the availability of workers and construction equipment. At the same time, experience in implementing similar contracts was not required, which allowed the newly created company to win the tender.
The concentration of large orders in the hands of one contractor without a proven track record of work performance and the lack of real competition in tenders raises doubts about compliance with the principles of transparency and efficiency in the use of budget funds.
