In Kherson, which is under constant threat of shelling, law enforcement agencies are investigating the possible embezzlement of budget funds allocated for the construction of shelters and the arrangement of protective infrastructure. This concerns financing the production and supply of mobile shelters, as well as the repair of stationary protective structures.
According to the regional prosecutor's office, 10 criminal proceedings were opened during 2023–2025 on the facts of possible misappropriation of funds intended to create safe conditions for the population. The circumstances of concluding contracts, performing work, and using allocated resources are being checked.
Currently, three proceedings for a total amount of UAH 5.2 million have already been sent to court. In these cases, pre-trial investigations have been completed and materials have been collected that, according to the investigation, contain sufficient grounds for trial.
The remaining criminal proceedings are at the investigation stage. Law enforcement officers are establishing possible schemes for distributing funds, the circle of individuals involved, and the final amount of damages caused.
The prosecutor's office emphasizes that under martial law, the issue of using funds for security needs is under special control. The investigation is ongoing, and the final legal assessment of the actions of the defendants will be provided by the court.
