The director of the Kyiv City Educational Agency, Mykyta Bugayev, and the head of the communication and educational initiatives department, Anton Smolin, are suspected of embezzlement and legalization of budget funds.
According to the investigation, at the end of 2022, officials, together with the director and owner of Cineai Production LLC, Yaroslav Savchak, seized UAH 4.8 million in budget funds.
The mechanism looked like this:

three tenders were organized for the production of video graphics;

Savchak's private company was determined as the winner in advance;

fictitious contracts were signed for the provision of services that were not actually performed;

The funds were transferred to the accounts of a private entity.
According to the investigation, Bugayov, through Smolin, ordered employees to accept work under contract No. 06-09/145 dated December 12, 2022 without actually fulfilling the conditions.
Suspicions

Mykyta Bugayov: suspicion under Part 3 of Article 27, Part 2 of Article 28, Part 1 of Article 366 and Part 5 of Article 191 of the Criminal Code of Ukraine (organization, official forgery, large-scale embezzlement).

Anton Smolin: suspicion under Part 3 of Article 212, Part 3 of Article 209, Part 2 of Article 205-1, Part 1 of Article 358, Part 5 of Article 191 and Part 1 of Article 366 of the Criminal Code of Ukraine (tax evasion, money laundering, forgery of documents, misappropriation of property).
The Kyiv City Educational Agency was created to develop educational projects in the capital and is financed from the city budget.
