In Kyiv, a contractor is suspected of overstating the cost of materials for shelter

Another scandal is unfolding in the capital related to procurement for the construction of school shelters. According to available information, a tender for the construction of a shelter for specialized school No. 181 named after Ivan Kudri in the Pechersk district has attracted the attention of law enforcement officers and anti-corruption experts.

On October 24, 2025, the Education Department of the Pechersk Regional State Administration concluded a contract with LLC "INTEGRAL BUD-STANDART" (EDRPOU 41242077) for the amount of UAH 207.1 million. The documentation indicated that the contractor must have experience in the construction of shelters, and concluded through Prozorro. Such requirements often limit competition, and in this case, only one applicant took part in the bidding.

Analytical data on the activities of the winning company raised additional questions. With declared income of UAH 94.5 million in 2024, net profit was only about 2.2%. In the asset structure, more than 95% of financing is borrowed funds, and the official staff consists of 21 people. Experts note that such signs are typical for risky or technical contractors, often involved as an intermediate link in complex schemes.

Among the most resonant points is the cost of individual materials in the estimate. According to the analysis, the prices significantly exceeded market prices. For example, the estimate included SBR rubber granulate at 250 UAH per kilogram, while the average market price is 13–19 UAH. Roofing roofing felt RKK-350B is included at 159 UAH per square meter, which is several times higher than the average offers in the relevant markets (17–21 UAH). Only in some positions is there a possible cost overrun of more than 11 million UAH.

The tender has attracted attention due to the scale of funding and the importance of building shelters for educational institutions in the capital. At a time when the need for shelters remains critical, civil society organizations are calling for a thorough review of the contractor's documentation and activities.

The situation surrounding the construction of a shelter at school No. 181 continues to develop, and further decisions regarding the legality of the purchases are expected from regulatory authorities.
