The director of the company "Bud Prom Line" Andriy Kysil found himself at the center of a high-profile scandal - his property was seized by the court as part of criminal proceedings for tax evasion in the amount of over 21 million hryvnias. The investigation established that the company received state funds for three years for work on arranging shelters in schools, but did not enter these amounts into tax reporting.
According to BEB, Bud Prom Line actively worked with budget structures, in particular with the Department of Education and Science of the Bila Tserkva City Council, the executive committee, and other local government bodies. The work was carried out in 2022–2024, when the arrangement of shelters in educational institutions became a priority.
However, the funds received from the state were not declared properly. The head of the enterprise, aware of the legislative requirements, systematically did not prepare tax invoices and did not submit reports on revenues. As a result, more than 21 million hryvnias of VAT did not reach the state budget.
The abuses were confirmed by the results of the analytical study of the BEB, as well as by a forensic economic examination conducted by specialists from the Cherkasy branch of the Kyiv Research Institute of Forensic Examinations.
In connection with the criminal proceedings, the court seized the property of Andriy Kysil:

a non-residential building with an area of almost 96 sq. m in the Kyiv region;

an apartment in the capital of over 122 sq. m;
-
two land plots with a total area of over 10 acres in the Kyiv region;
-
non-residential premises with an area of 190 sq. m in the city of Bila Tserkva;
-
a full share in the authorized capital of the company "Bud Prom Line".
The State Tax Service does not rule out that the detected evasion is only part of a broader scheme. Law enforcement officers are currently checking whether this practice was also used by other contractors who work with school security funds.
The investigation is ongoing. The case is being monitored by the BEB together with tax authorities.
