In Yavoriv, Lviv region, two cottages are planned to be built with state funds for wounded soldiers undergoing rehabilitation at the Western Rehabilitation and Sports Center. The total cost of the project is over UAH 228 million. However, an analysis of the documentation revealed significant overpricing of building materials and equipment.
PE "Mytar" became the only participant in the tender, which ended on August 29, 2025. According to its terms, the company must complete the construction of cottages No. 3 and No. 4 by the end of 2028. The cost of the work includes inflationary costs - UAH 2.14 million and UAH 2.85 million, respectively.
Journalists note: the lack of competition in the bidding gave the contractor the opportunity to set significantly inflated prices.
Inflated items in the estimate

For these items alone, the overpayment for the state could amount to at least UAH 3.5 million.
Who is behind "The Tax Collector"?
The company belongs to Oleksandr Dobon (since July 2025). Previously, Mytar received over UAH 251 million in government orders, the largest of which were from the current customer. The new contracts became a record in its activities.
The head of the Western Rehabilitation and Sports Center is Natalia Roda, and Marina Zubrytska is responsible for procurement. It was because of their decisions that a company with scandalous prices received contracts worth hundreds of millions of hryvnias.
