The Bureau of Economic Security in Lviv Oblast has uncovered a significant overestimation of the cost of construction materials during the construction of a shelter for the Lviv Lyceum named after Heroes Krut. According to the results of the inspection, experts found that the prices in the estimate exceeded the market price by 8.6 million hryvnias.
During the analysis of the documentation, it turned out that some of the materials in the project were estimated at much higher prices than they actually cost on the market. After that, BEB turned to the local authorities with a recommendation to adjust the contract amount. The customer listened, and the construction cost was reduced, which made it possible to avoid the misuse of international aid funds.
According to the Prozorro system, this is a tender for the construction of a shelter for a lyceum, which is being implemented within the framework of the Ukraine Facility program, an EU financial initiative to support Ukraine. The total cost of the work amounted to almost 55 million hryvnias, of which more than 46 million were to be financed by the European Union.
The construction contractor was the LLC "Company Install Group" from Stary Sambir. The contract with it was signed on August 13 of this year for the amount of 45.2 million hryvnias including VAT, and the completion of the work is scheduled for the end of 2025.
It is worth noting that this is not the first time that construction projects for the same lyceum have been found to be overpriced. Back in June 2025, journalists reported on prices for air conditioners that were 18 times overpriced, as well as for other materials that exceeded market rates by ten times.
Thanks to the prompt response, it was possible to prevent the embezzlement of over 8 million hryvnias of international funds intended to ensure the safety of children.
