In Mykolaiv, the company Bereg Trans Bud LLC, which had already come under the attention of journalists due to suspiciously inflated prices in contracts, won the tender for the reconstruction of the administrative building of the Regional Infrastructure Restoration and Development Service.
The contractor undertook to complete the work on the arrangement of the anti-radiation shelter by May 31, 2026.
The auction took place on July 29. Two companies took part - "BK Interbud" and "Bereg Trans Bud". The latter's offer was only 396 thousand hryvnias lower than the expected cost. The contract is planned to be concluded for 16.8 million hryvnias.
"Bereg Trans Bud" was founded in 2021 in Mykolaiv by local entrepreneur Ruslan Boglayev, the owner of four other construction companies. The company's authorized capital is UAH 3 million.
Despite being mentioned in investigations for possible overpayments, the company is not officially involved in criminal cases. It has only been working with government contracts since 2024, but has already received orders worth more than UAH 142 million, of which UAH 115 million in 2025.
Among the customers are PJSC "Mykolaiv CHPP", Kherson CHPP, Kirovohrad Regional State Administration, Beryslav City Council and others.
In March 2025, the company received a contract worth almost UAH 10 million to build a shelter in the village of Urozhayne in the Kherson region. The company took another contract in the Odessa region - for the construction of a protective structure near the Mizhlymanskaya Gymnasium in the village of Naberezhne. There, Bereg Trans Bud was the only participant and automatically won.
Anti-corruption experts point out that in most cases, a company enters tenders without real competition, and the offers are almost the same as the expected value. This may indicate imitation of competition and "manual" distribution of contracts.
