Odessa is once again planning to spend a significant amount of the city budget on road repairs. The Road Management Department has announced two tenders for the ongoing repair of the street and road network with a total area of 9,600 m² for almost 17 million hryvnias.
The first tender for UAH 8.9 million includes work on Admiralsky Avenue, Seredna, Prokhorivska, Dalnytska, and Ivan Funtovy streets. The second tender for UAH 7.7 million covers Maystrova, Panteleimonivska, and Nerubayska streets. The customer is the city government of Odessa, and financing is provided from the city budget.
According to the terms, the contractor must dismantle the old pavement, install a gravel-sand base, lay new asphalt, replace curbs, and repair manholes. The work must be completed by the end of 2025.
At first glance, everything looks standard, but the requirements of the tender documentation raise questions. Only companies with experience in similar works and owning an asphalt concrete plant within a 30 km radius are allowed to participate. This significantly narrows the circle of potential participants.
Thus, there is a high probability that the winner will be a company that has long been associated with the current Odessa government, Rostdorstroy, which has repeatedly won similar tenders without real competition.
Previously, journalists have repeatedly reported on Rostdorstroy's ties to Mayor Gennady Trukhanov and the company's involvement in the city's tender schemes.
