In Odessa, a large-scale corruption scheme was operating under the guise of emergency work in residential buildings. According to the investigation, the mayor of the city, Hennadiy Trukhanov, and the head of the Khadzhibei district administration, Yevhen Omelchuk, were involved in it. The officials involved the controlled companies GARANT AV LLC and REZOV LLC to use budget funds.
Both firms have a common owner and are registered at the same address, indicating that they are controlled from a single center. This has allowed them to monopolize tenders and effectively eliminate competitors.
In July-August 2025, the Khadzhibeysk Regional State Administration concluded a number of contracts with these enterprises for major repairs of the housing stock. The total cost of the contracts exceeded UAH 13.7 million in just two months.
The contracts were signed according to a simplified wartime procedure (CMU Resolution No. 1178). At the same time, the subject of the procurement was classified as “other finishing construction works.” This allowed for avoiding competitive bidding and created conditions for manipulation of estimates.
Another mechanism was the inclusion of “dynamic pricing” in contracts. This means that the cost of work can change after the agreement is signed, without transparent restrictions and control. Thus, contractors were able to systematically overstate the cost of projects.
