The Verkhovna Rada is preparing new rules for debtors. A group of people's deputies has registered draft law No. 14005 "On Amendments to Certain Laws of Ukraine on Simplifying Enforcement Proceedings through Digitalization."
What will change?
The document proposes:

expand the functionality of the automated enforcement system, ensuring its interaction with state bodies, banks, financial institutions and non-bank payment service providers;

integrate the Unified Register of Debtors with other registers to speed up the processes of imposing and removing restrictions;

prohibit the alienation or pledge of property if a person is on the debtors' register (exceptions are only in cases provided for by law).
For example, if the debtor is listed in the register, the territorial bodies of the Ministry of Internal Affairs must refuse to register the vehicle and notify the executors about it.
Similarly, a notary will not be able to certify a contract of sale or mortgage of real estate, unfinished construction objects or transport if the owner is a debtor.
In the event that funds are received into the account of a public or private enforcement agent, the automated system will automatically generate a notification of debt repayment. This will serve as a basis for removing the debtor from the register and lifting the seizure of funds, electronic money, or securities.
