The government has launched a "winter support" program: low-income families, displaced persons, people with disabilities, and other vulnerable groups will receive one-time payments of 6,500 hryvnias. Most of the funds will be calculated automatically based on state registers, but those who will not receive the money must contact the Pension Fund or submit an application to the Department of Social Protection by December 19.
In November 2025, the payment of a one-time benefit under the Winter Support program will begin - UAH 6,500 per person. The funds are financed from the state budget; the program is expected to cover approximately 600,000 citizens.
According to the resolution of the Cabinet of Ministers, the recipients of payments will be: children under guardianship; children with disabilities in foster families and family-type orphanages; displaced children with disabilities of group I; children from low-income families; single pensioners. The payment is calculated separately for each child.
Payments are planned to be made automatically for those whose data is already in the state registers and in the Pension Fund database. Beneficiaries will receive a notification of the accrual via the Diya application or, if the application is not available, via SMS from the Pension Fund.
The money can only be spent on certain categories of goods and services — in particular, on medicines, clothing, and footwear. Cash withdrawals from the account are not provided. If the funds are not used within the specified period, they will be returned to the Pension Fund.
What to do if UAH 6,500 has not been received
If the assistance has not been received in November, it is possible that you are not in the register or the information is incomplete. In this case, you need to contact any branch of the Pension Fund or submit an online application in the Diya application by December 19. In Diya, the application is submitted in any form with mandatory details: full name, address of residence, series and number of the passport, identification code, bank account number. The same data must be indicated for the child.
The addresses of the Pension Fund branches, as well as instructions for submitting an application to the Diya, are usually available on the official resources of the Pension Fund and in the application interface. If, after submitting the application, questions remain open, you should contact the PFU contact centers or local social service centers.
Practical tips
— Check in the Diya application or in the Pension Fund’s personal account whether the current bank details are indicated.
— If you have children, make sure that their data is entered in the relevant registers — accruals are made separately for each child.
— Save the message from Diya or SMS as confirmation of the accrual of funds.
— If you received a message, but the money has not been credited, immediately submit an application to Diya or contact the PFU branch.
— Plan expenses taking into account the restrictions: the funds can only be used for the specified categories, so think in advance what they will be spent on.
The "winter support" program aims to provide one-time support to the most vulnerable categories of the population - the vast majority of recipients will not have to apply anywhere, but those who will not receive the payment automatically should apply by December 19 to take advantage of the assistance.
