The Hlukhiv City Council has signed a contract for the major renovation of the cafeteria of School No. 6 with the purchase of new technological equipment worth over UAH 13 million. Funding came from the European Union under the Ukraine Facility program.
However, the community itself is officially included in the list of territories where hostilities are ongoing. A forced evacuation regime is in effect here, and the educational process has long been transferred to a distance learning format. In fact, the school premises are not used, which makes investments in equipping a catering unit with professional equipment at least questionable, and in essence, frankly fictitious.
The customer for the works was the Hlukhiv City Council, which prescribed the terms of the procurement so that the winner would be the previously determined individual entrepreneur Ihor Tkachenko. The tender documentation contained a number of discriminatory requirements:

mandatory experience in performing similar work in budget institutions;

a full package of supporting documents regarding personnel and equipment;

overstated requirements for warranty coverage.
All this cut off potential competitors and opened the way for a controlled contractor.
According to sources, the "development" of funds will take place through the classic scheme:

overestimation of the cost of materials and equipment;

inclusion of unjustified items in estimates;

entering into fictitious contracts with related companies;
-
further withdrawal of funds through conversion centers and bank accounts.
Thus, millions of European aid, which should have gone to the real needs of the community, risk turning into another corruption case.
