In Vradiyivka, in the Mykolaiv region, the situation related to the construction of a shelter at the Pokrovsky Lyceum has become the subject of heated discussions among local residents. Violations of legal requirements and possible corruption abuses have led to the shelter becoming unsafe for students.
In July 2023, a tender was announced for the installation of the simplest shelter at the Pokrovsky Lyceum, since the institution had not previously had such a protective facility. The tender was won by LLC “MODERN CONCRETE SOLUTIONS” from Kyiv, but further events surrounding the implementation of this contract raise many questions.
The problems started from the very beginning, when the shelter was installed above ground, which is a violation of the requirements of the State Standard of Ukraine and the State Technical Regulations of Ukraine, which require such structures to be dug in. The State Emergency Service and the State Consumer Service refused to sign the act of accepting the shelter into operation, as it did not meet safety requirements. Despite these reservations, the management of the lyceum, probably due to corrupt interests, decided to put the shelter into operation and opened the school for classes in September 2024.
In addition to the dangerous installation of the shelter, activists and locals point to numerous corruption connections in the education sector of the Vradiivska village council. According to locals, MP Ihor Salo, who often wins tenders for installing windows and doors in schools, was also involved in the appointment of the head of the education department, which contributed to the development of corruption schemes.
One of the biggest violations is the purchase of shelters for educational institutions, where the contractor company “MODERN CONCRETE SOLUTIONS” may have had questionable connections with local government bodies. The fact is that the company has several criminal cases, and its activities have repeatedly become the subject of investigations on suspicion of embezzlement of budget funds.
In the situation with the Pokrovsky Lyceum, activists drew attention to the failure to sign the acts of the State Emergency Service and the State Consumer Protection Service. This confirms that the shelter did not meet the established standards. Local residents, including retired teachers Tetyana and Mykola Mocharski, decided to contact law enforcement and relevant authorities, but the situation still remains unchanged.
The reaction of the local authorities is no less outrageous. Despite numerous inquiries caused by the violations, the director of the Pokrovskaya Gymnasium continued to teach in person, even without a properly certified shelter, and the parents of the students were forced to sign documents in which they assumed all the risks.
This situation in the Vradiyiv region has long become a symbol of impunity and corruption. After all, this is not the first violation in the educational sphere, but the very dangerous shelter for students has become a symbol of the crisis in local governance.
